DEMAND GROWS FOR INQUIRY ON JIMMY WALKER Civic Leaders Warn City Against Too Hasty Action Against N. Y. Mayor. By United Frets NEW YORK, March 12.—Public demand for a general investigation of the city government grew with such speed today that several civic leaders warned against too hasty action in filing general charges against Mayor James J. Walker. Business men, ministers, churchmen, civic groups and professional reformers of all shades us political opinion joined* in a com/ ion move to clean up the city. William J. Schieffe.in, head of the Citizdns Union, an 1 originator °f the plan to make Judge Samuel Scabury an investigating committee of one, announced Wednesday night that formation of a committee of 1,000 in support of this movement was assured, and that JSO organizations had been invited to join. At the same time, however, the City Club, author of charges against District Attorney Thomas C. T. Crain,, who is now under investigation by Judge Seabury, warned against too hasty action against Mayor Walker. Henry Morgentliau, former ambassador to Turkey and financial director of Governor Franklin I. Roosevelt’s last campaign, whose son, Henry Morganthau Jr., is conservation commissioner, also advised a “calm sifting” of charges against the mayor rather than a hasty filing of general ones, although he said he “enthusiastically approved” Schieffelin's plan in principle. It was believed by persons close to Governor Roosevelt that he did not approve of any “fishing expedition” against Mayor Walker, although he would act promptly in case specific charges were filed. The Society for Prevention of Crime sent a letter to the Governor and to each member of the legislature Wednesday assailing Walker as a “wise-cracking” mayor and asking a general inquiry of the city ad-

ministration with special attention to Walker's conduct in office. Meanwhile, feeling ran high in Tammany hall against Governor Roosevelt's action, in appointing Judge Seabury to investigate District Attorney Crain. Tammany leaders particularly were bitter, it was understood, because of. a rumor that the Governor actually had encouraged, if not inspired, the filing of the charges against Crain. They believed that Crain's removal is certain, despite his announced intention of staying in office and fighting it out, and regarded Roosevelt’s action in the matter as a political move designed to strengthen his position with the rest of the country, with a view to the presidential nomination in 1932.
