The report.is being pnlpared by the Capper agriculture subcommitlee, which yesterday concluded its food price investigation with presentation of a mass of statistics covering meat prices. Testimony that retail meat, prices have not followed. closely the re. duction of cattle prices was given by F. E. Looin. secretary of the American Livestock Association. He said this was due to a rigid and expensive system of distribution, and explained the cost of distribution had been "-increased by over-ex-pansion due to sharp competition between chain and independent stores. Apparently the public is bearing t he burden,” Chalrtnari Capper commented. “The common theory is that competition is tho lifo of trade.
