SHALE CONTROL POLICY UPHELD ‘No Basis for Charges by 1 Kelly,’ Says Wilbur. fiy L 1 Pi rtf WASHINGTON, Feb. 12.—Interior Secretary Ray Lyman Wilbur today told the senate public lands committee than an exhaustive cearch of interior department records ‘conclusively proved there is no basis” for the cnarges of Ralph S. Kelly that the interior department permitted oil companies to gain control of oil shale lands in the west. Wilbur said he had done everything in his power "to ascertain whether or not there was a grain oi truth in the charges.” The investigation, he said, proved there was not.
