BUTLER FINDS I ‘BRASS NAT' AN AID IN REFORM I Forced to Fight Politics,; Crime in Philadelphia Cleanup. Following 1* the fourth article in the •erie* on General Butler. Feb. 4—General Smecfley Butler found the horrors of war were nothing compared to those of peace, as it was waged in the City of Brotherly Love, when he stained leave from the marine sis to become director of public safety in Philadelphia. When he returned from France he was assigned to command the msk Tine base at Quantico, Va., and remained in comparative calm there until November. 1923, when the new mayor-elect of Philadelphia. W. Freeland Kendrick, sought him to take change of police and clean up the city. Butler replied: ‘You can't put any reforms through because Bill Vare (then congressman and head of the city Republican organization) won’t have it." Kendrick replied: "I had it out with Bill Vare. I told him where he gets off.’ Obtains Year’s Leave So. Butler, soldier of a quartercentury. obtained a year's leave and went to Philadelphia to learn that fighting Boxers in China was mere child's play/ He spoke his disillusionment two years later. ‘I was selected to be a smoke screen. The politicians were purchasing my reputation, gained In twenty-eighf years of service as a marine. I didn't know it then. I do now." He went at the job in marine fashion. He stormed the intrenchments of vice and corruption in the same rough-handed way he leaped through that breach in the fortress wall in Haiti. He demanded 100 i armored cars, and finding police jpistols rusty, plugged up and carried inaccessibly under heavy overcoats. he ordered new revolvers to be strapped outside on Sam Browne belts and to be used to kill. He changed untidy uniforms into more soldierly ones, shifted 400 captains and got 4,000 arrests in one week. Touring the streets in an automobile, Butler found police officers sitting in warm station houses instead of walking their beats. He then would call out to his assistant, “Take his name, George.” Every time a negligent officer was spotphrase which became part of the Philadelphia language in a week. Puts on Brass Hat “I knew what was needed," Butler said later. “I put oh a brass hat and made a lot of noise, for if 1 was to remain in office for a short period even, the imagination and curiosity of the people had to be aroused. "It was drive, drive, drive, and raid, raid, raid. Speakeasies, saloons, disorderly houses, gambling dens, all were raided. I wanted to show the underworld that the police meant business. To the police, my order was—clean up the city in forty-eight hours or get out.” Alone and unarmed, Butler cruised the tenderloin at night on foot. There were plenty of threats but he was not attacked. He arrested employes of the two leading hotels, the Ritz-CarltOn and the Bellevue-Stratford, on charges of bootlegging. Political clubs were raided. Gambling and vice profits which found their way into political hands began to be cut. Mutterings were heard, first at the bottom and then higher up. Raids on cabarets in which prominent politicians were financially interested proved, too much. Pressure began. Aids Policeman’s Widow Butler fought interfering politicians on one side, while on the other he 'abored to increase the loyalty and efficiency of his police force. The police beneficiary association had 'a deficit and widows were not getting badly needed money. Baseball benefit games were organized. Butler was catcher for several innings in one game. Another game was cancelled because of rain so Butler took $2,000 back marine pay which happened to come to him about that time and gave it to the widow of a policeman. He said the suggestion came from his wife. “The missus certainly uncorks a splendid idea now and then.” Butler said. The politicians were harassing the mayor to shut down on Butler. Also some other influences, highly respectable, were beginning to reach out restraining hands in velvet gloves. Safety record of the Pennsylvania railroad in 1930 was the best in the company's history, W. W. Atterbury, president, revealed today with the award of twenty trophies to division and department heads. JAIL ALLEGED AGITATOR roticc Charge Ted Luesse Attempted to Break Up Soup Line. Ted Luesse. jailed several tunes for disturbances and admittedly a red agitator, was back in city prison this afternoon on charges of vagrancy and disorderly conduct. Police said he appeared at a downtown soup line and tried to break it up.
Urge More Air Tenement House Law Change Proposed in Senate.
INDIANA is industrialized sufficiently to require that its tenement house law be modernized to give more light and air to- poor folks who inhabit such places, Senator Chester A. Perkins (Dem., St. Joseph) believes. Today he has in the hands of Judiciary A committee of the senate a bill providing regulations for tenement house construction. It provides that in each room the window area shall be at least oneseventh of the superficial floor area and the top of at least one window shall not be less than seven feet above the floor. The upper half of the window shall be made so as" to open to full height. At least one such window shall be not less than twelve square feet in area between the stop beads. Other provisions of the bill govern installation of sanitary plumbing and lighting stairways and halls. COUNTY V. F. W. POSTS BACK CASH BONUSES Prompt Payment Is Advocated at Tomlinson Hall Session. Payment of the $3,000,000,000 in bonus to World war veterans is supported by Marion county posts, Veterans of Foriegn Wars, who advocated it at Tomlinson hall Tuesday night. Speakers were Solon A. Enloe, Archibald E. Hall, Edward G. Schaub, state commander, and Mrs. Alice M. French, former president of the American War Mothers. Schaub pointed out the payment of the bonus now would put money into circulation and thereby hasten the end of the business depression.
