PRISON REFORM FAILING TODAY, CHAPUIN SAYS Penal Houses Assailed as Dens for Making Criminals. By United Or css PHILADELPHIA, Jan. 30. Reformatories and houses of correction are misnomers, and the authorities have failed miserably in the master of punishing crime and reforming criminals, in the opinion of William N. Brenner, former chaplain of the. Philadelphia county prisons “The terms ‘reformatories’ and ’houses of correction’ are misnom ers,” Brenner said. Lead to Chair “They accomplish anything cut that which their names imply. These institutions, as well as houses of detention and city prisons, are demos contamination and stepping stones to the penitentiary and the electric chair. “Ex-convicts are returned to prison so rapidiy that penai institutions can not be built fast enough to accommodate them.” Brenner compares the success achieved by trainers of ferocious wild animals with the paltry attempts at reformation of criminals by the state and suggested that the methoc-s employed by the wild animal trainer could be used to good advantage by the state. Animals Trained Better Brenner ventured the opinion that man’s success in the training of wild animals is due principally to the intelligence he uses in the task and because he places men in charge of the work who have a Ann belief that their pupils can be domesticated and trained. He pointed out that ‘if animals were locked in cells, fed and watered and left to their own devices, as the state does with criminals generally, very little would be accomplished.
