FULL FREEDOM, SOVIET’S BIRTH CONTROL POLICY Question Answered More Clearly in Russ'a Than in Any Other Nation. BY EUGENE LYONS United Pres* Stall Correspondent MOSCOW, Jan. 30.—The birth control question, placed in the center of world attention by the discussion in English ecclesiastical circles, is being answered in the Soviet Union more clearly than anywhere else in the world. Not merely is there absolute freedom of birth control, but the government provides exhaustive information on the subject to all men and women who ask for it. Thousands of women’s consultation” stations give expert advice free of charge. Millions of booklets explaining birth control, with appropriate illustrations, have been distributed. Propaganda for Babies At the same time, however, the government is carrying on vigorous propaganda in favor of childbearing. More than that, its pj'.icy is always directed toward encouraging more babies, by the extension of state aid to mothers. The freedom to control birth extends also to operations which are considered here absolutely legal, provided only that they are performed by authorized specialists under sanitary conditions. At the same time the commissariat of health makes a definite effort to fight them through education. To obtain permission for an operation the woman must consult the medical commission in her district. Birth Rate Still High If the commission finds that the operation may be performed without danger, and that there are sufficient economic or family reasons to juotlfy It, they immediately issue the permit. But no woman is prevented from undergoing an operation if she insists. The government belives that coercion only drives her to the more dangerous path of an illegal operation by quacks. The remarkable fact is that the birth-rate in the Soviet Union, despite birth control and operations, Is still the highest in Europe although somewhat less than before the war.
ARCHITECTS DEMAND CLEARING OF PLAZA State Society Passes Resolution for Removal of Churches. Removal of the two churches on the Indiana War Memorial plaza was urged in a resolution adopted Thursday by the Indiana Society of Architects. The resolution declared the removal is "essential satisfactorily to complete the plaza.” Similar resolutions have been adopted by other organizations in the city, despite the fact the board of county commissioners has indicated the purchase may be delayed a year in order to get the state to share the purchase burden of almost $1,300,000. INDIANA MAYORS HEAR UTILITY DISCUSSIONS New Measure May Be Drafted on Commission’s Jurisdiction. Many mayors appeared before the senate committee on corporations Thursday to argue pro and con the bill introduced by Senator Herbert V. Tormohlen (Rep., Jay and Randolph), taking municipal utilities out of public service commission jurisdiction. Most of the mayors were gathered here for the Indiana Municipal League convention. So many points of division arose that anew bill may be drafted, it was announced after the hearing. There is, therefore, no such thing as a business depression as far as the National Restaurant Association is concerned. Its board of directors met here, nevertheless, to consider ways and means of getting more hungry citizens to eat more food oftener in the dining rooms of Its members. "And we’ve just about decided that a two or three million dollar newspaper and magazine advertising campaign is the way to do it,” J. O. Mills, Columbus, 0., told the United Press.
