JAPANESE STILL INDIGNANT OVER EXCLUSION ACT 'No Longer Any Doubt of Our Position,’ Diet Told by Baron Shidehara. By l nttcd Press TOKIO, Jan 22— Exclusion of Japanese from the United States, tinder the immigration bill of 1924. •has been weighing heavily on popular sentiment in this country for the last seven years, according to Baron Shidehara, acting foreign minister. In a speech to the reconvened session of the imperial diet here Wednesday he said: "There is no longer any doubt that our position now is understood fully and appreciated by the large majority of the American people. We shall watch further develop* ments of the question with unim-' passioned but keen interest.’’ The baron addressed the diet in the absence of Yukg Hamaguchi, foreign minister, still recovering from wounds inflicted upon him by a young reactionary fanatic. Friendly relations with European and American nations are entirely satisfactory, said the baron A wave of popular reaction in Japan against America followed the passage of the 1924 immigration bill. Demonstrations against the United States were organized by radical societies. The Imperial hotel, popular among foreigners in Tokio, was raided during one of the usual elaborate Saturday night dinner dances. Several diplomats and their ladies were present. TRAFFIC FINES PAID BY 200 Affidavits Again Will Be Issued Sticker Holders. Police today continued their drive against persons who have failed to heed traffic stickers. In the last ten days, 40 affidavits have been issued against motorists and more than 200 have taken advantage of the traffic department’s offer to halt prosecution on payment of $2 traffic lines. Seventy-five paid fines to Captain Lewis Johnson Wednesday rather than face municipal judges. Johnson announced the department again will isue a group of affidavits against persons who still have not paid fines. Snakes have an inner ear. but no external ear and no eardrum.

OGDEN GIVES DECISION Opinion on Reapportionment Handed Down by Attorney-General Only congressional reapportionment and not legislative is within the province of the 1931 general assembly, according to an opinion given Representative Herbert P. Kenney (Dem., Floyd) by AttorneyGeneral James M. Ogden. The opinion points out that legislative reapportionment must be based on anew state enumeration in 1933, since the legislature of 1925 failed to act on the enumeration in that year.
