BILLS PROPOSE ABOLISHING OF UTILITY BOARD Third Measure in House Would Change Methods of Fixing Valuations. I'wo bills abolishing the public service commission and a third reestablishing it, but changing the method of fixing valuations for rate malting purposes were in the hands of house committees today. One bill abolishing the commission is similar to the Cann measure of 1927 and would re-establish the old railroad commission which existed prior to the creation of the public service commission, and place all utilities under control of local governments. The first of two measures introduced by Representatives Cecil Klst:er (Rep., Elkhart) a xl Edward E. Eikenbary (Dem., Wabash) would abolish the public service commislon. The second would re-establish it as it is at present, but have all valuations made on the actual cost of equipment at the time of purchase, less depreciation. Change Valuation Plan The present system in fixing valuations is on the basis of reproduction, less depreciation. Utilities would be required to file copies of their federal income tax with their annual report to the commission, and another section would prohibit utilities from manufacturing or selling devices designed to consume its product, if the property used for manufacturing or the overhead for the selling is Included in the valuation of the utility for rate making purposes. This is seen as a blow at the gas and electric companies which sell appliances to housewives. Abolish Fee System Abolition of the fee system for treasurers of second class cities, having a population of more than 30,000 and an assessed property valuation of more than $75,000,000, where such cities are not county seats, la provided In a bill now in the hands of the house fees and salaries committee. The bill strikes at Gary, East Chicago and Hammond. The measure. Introduced by Representative J. Clinn Ellyson (Dem., Lake), provides that the salary fixed by law be the sole compensation for treasurers of such cities. What amounts to a SSOO a year salary increase for circuit and superior judges in districts including more than one county is provided in a bill Introduced by Representative Cecil Bachtenkircher 'Rep., Fulton and Pulaski). The SSOO would be allowed the judges In lieu of traveling expenses. Other new legislation pending in the house Includes a bill governing stay of execution and bail in criminal cases adhere the defendant is under a minimum sentence of ten vears and requiring the defendant to show probability of reversal before ball is permitted; two bills permitting consolidation of townships and counties, and a measure prohibiting prosecuting attorneys or their assistants from filing divorce proceedings.
GIRL SLAYER SUSPECT TO BE TRIED MONDAY Jury Called tp. Hear Common-Law Husband Murder Case. Miss Dorothy Jacobs, 21, alleged slayer of her common-law husband, will go on trial before a criminal court jury Monday. Judge Prank P. Baker today ordered a special venire of fifty persons for jury service in the girl’s trial. She is Alleged to have stabbed Robert Morrison to death in their apartment at 1309 North Pennsylvania street, Aug. 9, 1930, James D. Ermston is special Judge. Trial of Prank Jordan, 25. of 2406 Southeastern avenue, alleged slayer of Raymond Cole, 1038 Troy avenue, at Greenfield, last summer, will be tried for murder Feb. 3, Baker announced. Jordan’s case was venued from Greenfield, where Mrs. Marie Cole, wife of the murdered man. is held as an accessory to tlte slaying. 9 HELD AFTER RAIDS BY BLOTTER SQUAD Police Arrest Six Men, Three Women on Liquor, Vagrancy Charges. Six men and three women were held on blind tiger or vagrancy charges today following two raids by Sergeant John Eisenhut’s blotter squad at 966 North Meridian street, Monday night. In Apartment 9, Harry Squires, 37, and Ethel Brown, his partner, were captured while dumping beer and whisky into the sink, Eisenhut said. In Apartment 10. Anna Dalton, alias Burris, alias Casey, was held. They were charged with operating blind tigers. Several customers in each place were arrested on vagrancy charges. CITY ASKED TO INSPECT CAFES Council Gets Ordinance for Sanitation Check. A self-supporting inspection system of public eating houses is provided in an ordinance introduced in city council Monday night. The ordinance is said to be supported by several large restaurant owners, to increase sanitation. Complete information about eating houses would be filed with the health board annually, and each employe would be forced to file a statement concerning his or her health. The fees from a $25 annual tax would pay a chief inspector not less than $4,000 nor more than $5,000, and an assistant between $3,500 and $4,500, while inspectors would be paid between $3,000 and $4,000 annually. Specific methods of handling food, and other sanitation ideas, as well as punishment for violation, a fine between SSO and SSOO and imprisonment from thirty days to six months, are embodied in the proposed ordinance. ‘TRAP’ CHARGE IS HURLED AT DRY OFFICER Abuse of Right of Eminent Domain Is Claimed in Liquor Case. Charges of entrapment, abuse of the right of eminent domain and police power were leveled at a federal prohibition officer at a hearing of four Negroes charged w til liquor violations, who have been bound over to the federal grand jurv by United States Commissioner Fae W. Patrick. Sol Bodner, attorney for the four said Warren Allender, the dry officer, trespassed on property in the rear of 1227 Park avenue, a garage, where he asked the Negroes to deliver five gallons of alcohol Friday, and where he arrested them as it was brought to him. Allender admitted he paid no rent for the use .of the place, “but Just took it.” Under arrest are Nim Goins, Wili Howard, coal dealer; Sherman Mason, the alleged bootlegger, and Ben Prade, his driver. A government stool pigeon is said to have asked Goins and Howard for liquor, and when they told him they had none, but could get it for him, called Mason with the delivery order. Patrick said he could not rule on the entrapment plea and set bonds at $1,500 each. HELD IN SCHOOIThEFTS Ex-Convict Admits Robberies at Six Buildings, Say Police. Confessing to robbery of six local schools, Ernest Brins ton, Little Rock, Ark, was slated on burglary and larceny charges by police today. Police said Briston is an ex-con-vict and when arrested had several articles of jewelry in his possession. They said he admitted looting schools at Twenty-first and Illinois streets, California and Washington streets, Montcalm and Twenty-first streets, Elder avenue and West Washington street, and another the location of which he could not recall.

PRISON REMOVAL ASKED Senator Moorehead Is Speaker for Irvington Republican Club. Removal of the Indiana state woman’s prison from New York and Randolph streets to a location near Indianapolis was urged by Senator Robert Moorhead (Rep., Marion) Monday night in an address at the Irvington Republican Club. Moorhead suggested that the prison be located at the Marion county hospital for the insane at Julietta. The club adopted a resolution indorsing the plan. LODGE OFFICER" NAMED K. of P. FIND BODY OF LOST TEACHER IN CANAL ICE Recovery Ends Two-Month Colorado Hunt: Suspect Is Held. By United Press FT. MORGAN, Colo., Jan. 20. Examination of the body of Enid Marriott, found frozen deep in the ice of Bijou canal, was made by coroner’s officials today in an effort to determine what caused her death. Recovery of the body ended a twomonths’ search for the 32-year-old Wiggins school teacher. The body encased in a block of ice, was chopped from the irrigation ditch late Monday. Physicians said they found a blood-clotted wound in the right breast. A knife or bullet made the jagged incision, they declared. The body was recovered a short time after kidnaping charges were filed against Harry E. Moore, 38, road worker of Ft. Morgan. Sheriff Rufus A. Johnston announced he would await word from the coroner before questioning Moore further. The road worker, it was revealed, has been in custody since last Wednesday, A shirt and handkerchief, identified by the man’s wife as belonging to him, were found near the spot where personal effects of Miss Marriott were discovered shortly after her disappearance last November. In a courtroom was that “he killed' dad.” The 19-year-old girl drew an automatic pistol and shot Worls four times in the circuit courtroom as arguments in his trial for murdering Cicero Spence closed. Murder charges were filed against her, and she was held In jail today, Worl’s trial opened Monday, and was completed but for the Jury decision when the shooting occurred late in the day. Self-defense was the plea of the youth’s counsel. Spence was shot to death In a boat on White river. Worls claimed the two quarreled, and he feared for his life.
