Jan. 16.—Half the states In the Union will have to call special sessions of their legislatures to act on reapportionment unless congress completes its part of of the reapportionment program before March 4. Forty-two legislatures now are in session, but twenty-four of them must, according to law, adjourn at a fixed time, and most of these will adjourn before March 4, or a few days thereafter. This makes it impossible for them to redlstrict, their states without calling a special session of their legislatures, for under the federal reapportlonment law, congress will not notify the states oft he number of representatives to which each is entitled until after March 4. The law gives congress until that time to change the automatic distribution of representatives that is to follow each census, if it sees fit. In some of the states at least, where the Governor is of one party and the legislature is controlled by another, special sessions will not be called for political reasons. Because of this situation Representative Cochran fMo.) has launched a movement to have congress waive its right to reconsider the reapportionment considerably before March 4 and notify *he states before that time how many members they may send to the house. He probably will be successful, since little disposition has been shown to revive the fight staged in the last sesssion of congress to exclude aliens from the count on which reapportionment is based. To exclude aliens most of the house lawyers believe a constitutional amendment would be necessary, and there is no possibility of such action at once. The states which have a fixed time for adjournment include Alabama, Arizona, Arkansas. Connecticut, Delaware. Florida. Georgia, Idaho, Kansas. Maryland, Minnesota. Missouri. Montana, Nevada, New Mexico. North Carolina, North Dakota, Oklahoma, Oregon. Rhode Island, South Dakota, Tennessee. Texas, Utah, Washington, West Virginia Wyoming and Indiana. SONS OF UNION TO MEET HERE Veterans’ Group Will Hold Mid-Winter Session. National officers of the order will be guests of honor at the tenth annual mid-winter meeting of the Sons of Union Veterans of the Civil war and the order’s auxiliary Saturday night and Sunday at G. A. R. headquarters, 512 North Illinois street. Members of Benjamin Harrison camp No. 356 and Auxiliary No. 10 were to be hosts and hostesses. Honor guests will include Allen S. Holbrook, commander-in-chief: Celeste D. Gentieu, national president, and Frank C. Huston, junior vice-commander-in-chief. A banquet and reception at 6 will start the program Saturday.
