REPORT WRECKS OLD SELIEFS IN BART AILMENTS Infant Diseases at High Point During Winter, Say Doctors. Shift In the annual period in babies are most subject to diseases, which have boosted the mortality rate for years, and a decrease of 6.5 deaths a thousand in the baby death rate during the last year, were set out today in the annual report of Dr. Herman G. March and April, instead of June, July, August and September, as formerly believed. Summer Theory Wrecked The old theory of “summer complaint” and its toll of lives of babies is wrecked by the statistics, Morgan •said. Drop of the baby mortality rate to 43.5 lor each 1,000 babies during the last, year over 1929, a decrease ! of 65 per cent, marks the “healthiest j year for babies in the city’s his- ! tory,” Morgan said. The toil in the winter months I is due to respiratory diseases, the j report set out. "If such a low mortality rate nad been recorded fifteen years ago it ■would have been beyond the highest expectations of physicians and public health workers,” Morgan stated. 'At that time we worked to combat 125 deaths annually among each 1.000 babies. Low Rate Established “Citizens should realize the ex- j ceedingly low death rate in 1930 j was brought about because impure j milk, and poor sewage disposal do | not exist.” Miss Glemia Burton, director of the infant welfare and child hygiene division of the department, said 3.646 new cases were handled in free clinics in 1930. Employes of the division made 26,301 visits to homes, instructing mothers in baby care, her report set out. In 1926 when the clinics were originated, there were seventy-four visits to clinics and 431 calls to homes by clinic aids.

SEEKS POLICE INCREASE Frank Mayr Jr., secretary of state, is preparing a bill providing for doubling the state police force and financing it by fees collected for transfer of automobile license plates. These fees totaled $106,000 last year, the money going to the state highway department.
