BANKING BILLS ARE DISCUSSED AT CONFERENCE Proposed Measures Aimed to Correct Weaknesses in Situation. Bills aimed to correct various weaknesses in the Indiana; tanking and financial situation sere to be agreed upon finally at *• conference of the Indiana Bankers Association's legislative committee, state officials and legislators at the Columbia Club this afternoon. Among those attending were Luther F Symons, state banking commissioner; Frank B. Bernard, Muncie, president of the bankers association; Senator Winfield Miller /Rep., Marion) and Representative fiarl Crawford 'Dem., Union and Wayne). Walter S. Greenough is chairman of the committee. Os major importance among proposed measures is one to empower* the banking commissioner to administer the affairs of banks in liquidation, thereby ending abuses; in the allows nee of fees and costs I paid receivers for closed banks un-, dcr the present Indiana system. Would Limit Loans One of the measures under con- j : would limit the amount of loans which banks may make, i the limitation to be based on the j capital and surplus. The general limitation agreed upon was expected to be 10 per cent of capital and surplus of banks of discount and deposit, and loan and trust and safe deposit companies. Private banks probably will be permitted to loan up to 20 per cent of capital. Certain exceptions are to be set out. Another proposed measure would empower the state banking commissioner to require a bank to maintain caiptal and surplus equal to 10 per cent of its total deposit liability. Indorse Realty Measure The bankers’ group has indorsed sa measure drafted by real estate boards of the state which would , simplify foreclosure of mortgages on real estate. Other proposed measures would repeal certain acts with reference to 'Lability of shareholders in Indiana banks, substituting provisions modpled after the federal act controling liability of shareholders in national banks and to empower the banking commissioner to require complete publicity for all public funds deposited in Indiana banks by any political subdivision of the state.
