HOOVER KEEPS GRIP ON N. Y. BY COMPROMISE Emerges From Party Crisis With Prestige Unruffled • Over Appointment. WASHINGTON, Jan. 7.—President Hoover has emerged from a political crisis in New York with his party leadership there apparently more secure than before. A long and bitter conflict over appointment of a successor to Charles H. Tuttle as district attorney in New York will be ended today when Mr. Hoover submits to the senate the name of George Z. Medalie as a compromise nominee. The post has been vacant six months with the factions unable to agree. Most of the Hoover leaders and the regular Republicans are mollified. although each wanted its own candidate so strongly that a party split seemed inevitable for a time. The original Hoover wing wanted Alan Fox, while the other faction was as strenuously active in behalf of its candidate, Keyes Winter. Handled Matter Personally The fight had developed to a point where threats of political reprisals were being made against the President, unless he chose to side with one faction or the other. Such a split would have been considered serious to Mr. Hoover’s chances of renomination in 1932. For not only does New York control ninety-six delegates to the party’s national convention, but its leaders have strong influence elsewhere. Realizing the importance of the tnatter, the President handled the situation personally. Speaker Longworth of the house held the drought relief bill, figuratively, in his pocket today to forestall any action by those who, contrary to administration wishes, seek to include In it a provision for food loans. Filibuster Threats Heard Longworth plans to hold the bill, possibly for several days, and then permit it to come up in such a way his forces may defeat the senate proposal to add $15,000,000 for food Joans. While the measure is being bottled up temporarily in the house, there continued to come from the senate threats of filibuster unless the food loan provision is included. Interspersed with this talk are frequent references to food demonstrations in Arkansas and reports of distress elsewhere. The administration, vigorously opposed to federal food loans as a “bad precedent,” insists the Red Cross is equipped to care for cases of human distress. Local Officials to Be Hit One section of the forthcoming prohibition report which the Wickersham commission reassembled today to compete, will place blame for enforcement failure in part on corruption, local politics and negligence by local officials, the United Press learned today. After a study of voluminous evidence commission members are known to feel that weakness of city and county officials in some localities accounts for flagrant disregard of the prohibition laws. This aspect of the problem, it is understood, will be emphasized as a major contributing factor to difficulties of enforcement. The report, it is said, will recommend no fundamental changes in federal prohibition law's, and W'ill not recommend legalization of beer, a national referendum or any alteration of the eighteenth amendment. PROPOSE ONE FEDERAL DISTRICT FOR INDIANA House Bill Would Split State Into Eight Court Districts. Bill to make Indiana one federal judicial district of eight divisions, introduced in the house Tuesday by Representative Will R. Wood (Rep., Ind.) would reduce the court personnel to one set of minor officers, although two judges still would be necessary as under the present plan. Wood’s bill would have the court sit at Indianapolis, Ft. Wayne, South Bend, Hammond, Lafayette, Terre Haute. Evansville and New Albany. Judge Robert C. Baltzell is judge of the southern district, which includes Indianapolis. Terre Haute. Evansville and New' Albany. Judge Thomas W. Slick rules the northern district of South Bend. Hafnmond and Ft. Amy Abandons Hop By United Press LONDON.' Jan. 7.—Miss Amy Johson. British girl flier, has abandoned her attempt to fly from England to Peiping, the Daily Mail was informed from Warsaw today. Miss Johnson’s airplane was damaged when she made a forced landing near Warsaw, en route from Berlin. She was not injured. It was uncertain whether she would continue her flight as far as Moscow, the Daily Mail said. 13 Navy Planes Hop Bn United Press HAMPTON ROADS, Va., Jan. 7. Thirteen navy planes left here today for Miami, Fla., as the vanguard of the fleet which departs soon for the southern training grounds. The planes were flying as squadrons VP-8 and VJ-10 of carrier division one. One utility plane accompanied the squadrons due at Miami at 3:30 p. m. PROBE ASSURED IN TENNESSEE Compromise Candidate Is Senate Speaker. B • United Press NASHVILLE. Tenn., Jan. 7.—Organization of the Tennessee legislature w'as completed late Tuesday with election of a senate Speaker, clearing the channels for what probably will be one of the most significant sessions in modern Tennessee history. * Senator Scott Fitzhugh, Memphis, who Tuesday polled the least votes in the Democratic speakership caucus, became the compromise favorite and won the votes of both supporters of Governor Henry Morton and anti-administration men. In accepting the nomination Senator Fitzhugh pledged “an honest, fair, impartial and complete investigation of the state government,” the controversial problem which originally created a six-sided race for the leadership of the senate. Apparently both sides in the controversy over the condition of the state’s finances, tied up in the failure of Caldwell & Cos. and subsidiary banks in Nashville and Knoxville, were satisfied with Fitzhugh’s election. He polled 19 of 28 votes.
