The speech of Professor Ripley, a nationally known authority on railroads, was made before the National Association of Owners of Railroads and Public Utility Securities. It stressed the urgency of consolidation, and advocated regulation and taxation of busses, trucks, river boats and other competitors of the railroads "Most of our railroads are operating on a wastefully competitive rather than an economic basis,” the noted economist said. BU Times Special PARIS, Dec. 19.—Germs to kill rats are the latest weapons furnished man to combat the rodents. Scientists at the Pasteur institute here have wnrked for years trying to find some germ that would attack rate and mice, but which would not menace humans. This germ has been found, and is a bacillus of mouse typhus. It is highly contagious and when planted rapidly infects a whole neighborhood of the rodents.
