INSULL PLAN IS BRANDED ‘TRAP' BY ATTORNEY William Bosson Attacks Proposal Advanced by Utilities Magnate. “The street car franchise proposed by Insuli is a trap to catch the city.” In these words, William Bosson, attorney, Wednesday night summed up an address in which he attacked the proposed street car reorganization under the Insuli interests, at a hearing before the city hall street car committee. The meeting was attended by lawyers, invited to express their views on the proposal. Among speakers were Taylor Groninger, former corporation counsel; John L. Niblack, state senator; Thomas D. McGee and Robert I. Marsh. * ' Another Meeting Scheduled * After three hours’ of statements by the attorneys, Charles W. Chase, Insuli expert, asked permission to answer the remarks at a later meeting, which will be held Monday night at 7:30 in the city council chamber. At the close of his talk, Bosson stated fifteen objections to the proposed franchise. Among the points were: It is too long, uncertain and contradictory; city now is without jurisdiction; director of transportation would have no power and would be under the influence of the company, operating a monopoly; the proposed taxi monopoly might cause litigation for years; provisions for property purchases are onesided, uncertain and inadequate; company may issue unlimited amounts of securities of any class; city would be forced to purchase these if ownership is sought; and ‘‘too much mixing of state and federal courts.” Opposed to Monopoly Bosson scored sections permitting the company to take operations away from the transportation commission if the highest fare of 10 cents did not yield an 8 per cent return to the company. "With a Democratic house and a Republican senate in the legislature and a Republican Governor, it is hard to tell what kind of enabling act will be forthcoming,” he said. The attorney pointed to the state law that makes operation and permission to operate monopoly punishable by fine and jail sentence. He said the city is supposed to go as far as possible to prevent monopoly. Groninger delved into the financial side of the problem, hurling questions of financial operation at Chase. Objects to Fixed Rate He discussed the 8 per cent return rate sought by the company, declaring “it is fixed and constant, which is objectionable.” The rate should be provided so it could be varied at different times.” Groninger declared. “Despite a ruling of the highest court of the land. I do not believe a rate of return can be fixed with mathemu :al certainty. In a business devoted to public service, a rate of return as high as in a private business can not be extended. Niblack described the franchise as a document, the reading of which was like chasing a rabbit through lioles and brush piles. JHc predicted utilities are “riding for a fall” and urged the committee to move cautiously. McGee ridiculed the present transportation system, declaring he v/ould welcome anew system, but the transaction should be fair to the city. Dec. 18.—The Japanese foreign office today confirmed reports that the Vladivostok branch of the Bank of Chosen had been closed forcibly by Soviet authorities. W. C. T. U. SEES LEGAL VICTORIES Confident Supreme Court Will Uphold Dry Law. By United Print EVANSTON, 111.. Dec. 18.—Belief that the supreme court will uphold the eighteenth amendment as hawing been legally adopted and ratified in contradiction to an opinion handed down earlier this week by Judge William T. Clark of New Jersey, was expressed today in a statement made by the Women’s Christian Temperance Union. From its national headquarters here, the W. C. T. U. sent a letter to each of its state and local orgahizations pledging itself to continue the fight to eliminate liquor traffic. “We knew of this pending decision,” the abatement said, “and our feeling was that Judge Clark would make .just the sort of decision he made. We hail with joy the opportunity for the supreme court to uphold this great reform movement once more. “If we are wrong, we will start all over again to put the liquor traffic out of business, because when the world is rid of that evil it will have rid itself of a large share of sorrow, misery and sin.” O.
