CIVIC LEAGUES GAIN POINT IN PARK FEE WAR Free Use of Houses Twice Each Month Agreed to by Board. Civic league members Monday night won a partial victory in their battle over community house fees with the park board when the board committee agreed to permit leagues to use the houses without cost lor one business meeting, and an additional meeting or even!, each month. For three hours Monday night, league leaders and members of a special civic groups committee argued the question. League members appeared before the board last Thursday requesting houses free for business meetings. The agreement will be acted on formally by the board Thursday. Requests of league members ranged from free business meetings to free use of community houses at all times by citizens. The latter request was passed by when officials said a line “had to be drawn somewhere.” The protest against the fee schedule, indorsed by David Kilgore, recreation director, started among membership of the Enterprise Civic League. Dr. Walter E. Hemphill, Enterprise league head, at the conference Monday night requested the bars be let down on all activities. CITY COUNCIL HOLDS YEAR’S LAST SESSION Meeting for the last time this year, city councilmen Monday night passed money transfer ordinances involving more than $48,000 to aid in the last two weeks of city business and made speeches lauding the harmony that has prevailed in the council. Monday night’s session was the end of the first of the four-year term of the Democratic administration council, consisting only of three Republicans. The council meets again at noon Jan. 5 to elect officers for 1931. Outstanding business in the final 1930 session was passage of an ordinance appropriating an additional SIO,OOO to the sanitary district for employment relief after Jan. 1. APPROVE MARION WORK Jobless to Be Given Aid; River Will By Cleansed, Beautified. State tax commission approval was given municipal “made-work” appropriations in approving SIO,OOO of a $15,000 special appropriation at Marion to make jobs for the unemployed. Funds are to be spent in cleansing and beautifying the Mississinewa river in Marion. Prominent citizens had advanced the city $5,000 so that the work could get under way at once. The $15,000 appropriation was appealed to the state tax board and hearings held by Secretary L. S. Bowman. Car Dives Into Canal Earl Pompey, Negro, 21, of 2127 Sheldon street, and Miss Mary Allen, Negro, 20, of 525'a Indiana avenue, had a sudden change of temperature early today when the car in which they w’ere riding, driven by Pompey, dived into the canal at Twenty-sixth street. WOMAN IN DRY NET Arrested Too Often to Cry, She Tells Cops. “Hardened” by her contacts with police, Mrs. Mary Chappell, apartments 4 and 5, at 519-23 North East street, failed to burst into tears when police and federal agents raided her residence late Monday. She was bound over to the grand jury by John W. Kern, United States commissioner, under $2,500 bond after agents said they- found eighty quarts of home brew, twenty-four pints of Indian Hill whisky and twelve pints of Old Moss whisky in sealed cans. A quart of gin and twelve gallons of beer on brew also were found, police said. Sergeant John Eisenhut said Mrs. Chappell had broken into tears on previous occasions. “Why don’t you cry?” Eisenhut said he asked her. “I’m getting hardened now,” she answered, Eisenhut said. The White House grounds consist of about seventeen acres.

At a closed session of the committee Monday, it jyas decided to set aside the attorneys’ meeting in view of requests of several local lawyers for an opportunity to express their views. Charles W. Chase, expert of the Midland United Company, Insull unit, and Leo Rappaport and H. H. Hornbrook, attorneys for proponents, will attend the meeting. It was believed the hearing will be another step toward final shelving of the Insull proposal and drawing of a franchise by city officials, based on model franchises, for presentation to Insull interests. The Times last week learned from reliable sources that this will be the committee’s ultimate action and, if this fails, will consider seriously municipal ownership.
