This Is One of a Series on the Subject of “Taxpayers vs. Crime ” MORE PLAYGROUNDS ....LESS CRIME!
A study by the Russell Sage Foundation in over twenty cities showed an average decrease of 4-i per cent in juvenile delinquency within two years after the establishment of supervised playgrounds. And so, before the National Recreation Congress, four of the outstanding religious speakers of the east, pleaded for more playgrounds and recreation places in our cities. i 1 \ They knew that juvenile delinquency increases in direct proportion to the distance from a play center. They pointed out that our industrial civilization has given mankind • more leisure than ever before in the history of the world. On its profitable use to build clean minds and healthy bodies as the necessary accompaniment of noble spirits depends the future of our nation. They emphasized the moral values taught in true sportsmanship and team work and recalled the saying “The devil finds work for idle hand to do.” And they urged that every city provide its youth with playgrounds and places of recreation. Their program is an excellent plan for every city. The energies of our children must be directed into constructive recreation or they will be deployed in destructive ways. ..While we are already engaged in a park and playground movement that has been of immense benefit, let us provide even more adequately the places, facilities and guidance for play. i Moral training, education and supervised recreation are our only weapons in checking crime tendencies. * l These three character influences are the only effective preventive measures at our command against an increase of vice and crime in generations to come.
