BIG BILL FIGHTS . LOTTERY BAN IN SALES SCHEME Emissaries to Capital Seek to Convince Postal Chiefs. ; By United Prcts * CHICAGO, Dec. 12.—Mayor Wil- * Ham H. “Big Bill the Builder” * Thompson has sent two emissaries to Washington in an attempt to prove to skeptical postal authorities that his “million-dollar prosperity ~ prize plan” is not an illegal lottery. Samuel Golan and Carl Appell, assistant corporation counsel, was l to present today to PostmasterGeneral Brown and the federal radio commission certified copies of *. Iris plan “to double Chicago retail 1 trade” by 16,503 cash prizes, total- ' ing $975,000. If the postmaster-general decides the plan is not a lottery, then the mayor will be able to tell how he plans to distribute the prizes to some of the holders of 500,000,000 numbered coupons given with retail ; -purchases. * If Brown decides that the plan . Is a lottery, the mayor will be unable to publicize the scheme either in the newspapers or by radio. Colonel Robert Isham Randolph, president of the Chicago Associa- * t'°n of Commerce, urged Thursday in Washington that the plan be held illegal.

RESERVE BANK SYSTEM NEAR HIGHESTLEVEL Condition Is Soundest of History, Statement of Chiefs Says. WASHINGTON, Dec. 12.—The ' federal reserve system is in the j soundest condition in its history, a ' statement issued today indicated. Rt serves were shown by the weekly co.ibition statement to be at record hi|h levels. The ratio of reserves to liabilities is r.ow the highest, except for a brief t.;ne in 1924, since pre-war days. Furthermore, the 8,000 member banks of the reserve system, comprising a third in number and twothirds ixr assets of America’s banking system, are borrowing less from the reserve system now than for many years. Indebtedness of member banks now is at the low figure of $257,003,000, compared with $768,000,000 a year ago. Included in the $3,141,477,000 total reserves of the reserve system is more than $3,00c/")0,000 in gold. In addition, another $1,000,000,000 of the gold is held by the treasury, other banks and the public. The United States, therefore, now has $4,000,000,000 of the world’s total gold stock of less than $10,000,000,000. France holds 2,000,000,000. It would require 400 years for ah expert counter to tally all the gold in the vaults of United States banks even if he checked it at the rate of a $1 bill each second for eight hours daily without a halt. Vast amounts cf this reserve are available for loans to member banks in distress, officials said. The member banks barely have touched their borrowing capacity with the reserve system, thus far, and could obtain hundreds of millions in credits to avert a serious national calamity. For each SIOO in demand liabilities, the reserve system today has $79 in liquid assets, gold or cash. This is an unusually high reserve ratio, officials said. In a recent statement, the reserve board described the condition of its member and commercial banks as “exceptionally strong.” With money rates at record low levels, officials said the banking structure is abundantly prepared to supply ample funds at the lowest rates in reserve system history.

SKY ISJHE LIMIT Mile-High Tower Practical, Says Engineer. Bm ~SP. A Service PITTSBURGH. Dec. 12.—Not only are our present skyscrapers practical, but a steel tower one mile high is entirely practical from an engineering standpoint, according to Gilbert D. Fish, structural engineer for Westinghouse Electric and .Manufacturing Company here. Such a tower would require 19,000 tons of steel, would stand on a base 528 feet square and have four huge main posts supporting it.
