WORLD FINANCE EXPERTS MEET TO SOLVE ILLS 28 Nations Represented at Conclave Convening in Paris. United Pres* PARIS, Dec. s.—Wide repercus- • ;ons appear likely to result from the world congress of the International Chamber of Commerce, convening today to consider measures for relief of economic ills. Internationally important developments of the last few days, tn- < iuding the speech in New York of Owen D. Young, suggesting generous consideration of any proposals regarding international debts, increased interest in the deliberations of financiers and economists of twenty-eight countries at, r the congress. The delegates also were ilnder- • tood to attach importance to the recent plea of Premier Andre Tardleu for United States cooperation in solving European economic distress, which at present is considered more important than political restlessness. U. S. Sends Delegates Rioting of unemployed in Berlin, and the anxiety with which many economists view the steady increase in the Bank of France’s gold reserves—by more than 257,000,000 francs this week —all added to the problems to be considered by the delegates, w'ho were invited here by Georges Theunis, president of the international chamber. The United States delegates in--clude Silas H. Strawn, chairman of the committee of the chamber; Nelson Dean Jay, the Paris partner of J. P. Morgan; Colonel Robert E. Olds, F. E. Powell, president of the British-American chamber, and Colonel William Taylor, president of the American Chamber of Commerce in France. Question of gold distribution, brought to the front by recent meetings of Young, J. P. Morgan, Montagu Norman and other financiers m London, and by the conferences of George L. Harrison with French financiers, has been given a place of high importance in the study of economic ills. Study Gold Distribution A .steadily increasing number of European experts have blamed the vast supply of gold reserves in the Bank of France as the chief cause of world' economic depression. Experts have said that the present unequal distribution of gold—with the United States and France holding most--combined with the fact that the production of gold for monetary purposes is lagging behind the growth of international trade, and thereby increasing the value in gold and decreasing wholesale prices, must be solved through international co-operation. Bu Scripps-Hotcard Newspaper Alliance WASHINGTON, Dec. s.—What this country needs, said the late Tom Marshall, is a 5-cent cigar. What this country needs, says Senator Arthur Capper of Kansas, is a five-cert loaf of bread. Senator Capper, as chairman of the District of Columbia committee, is investigating the price of bread at the nation’s capital, selling, he says, as high as 10 cents for a one-pound loaf. He will determine what elements go into the making of a loaf of bread and then spread his investigation into other cities. “When Kansas farmers were getting $1.25 a bushel for their wheat, they were paying 10 cents a loaf for bread,” said Capper. “Now they’re getting only 50 cents a bushel, and in many cities the price still is 10 cents, in some cases ff cents, rarely 5 cen's.” Permit Gill to Fly to School By Uni feel Press EAST GRINSTEAD. SUE HEAD OF FAILED BANK FOR MILLIONS —_— Rogers Caldwell and Four Tennessee Associates Are Named. By United Press NASHVILLE Tenn., Dec. s.—The state of Tennessee has brought suit against Rogers Caldwell and four of his associates in ihe defunct Caldwell and Company and Bank of Tennessee to recover $3,000,000 in state funds deposited in the closed bank and protected by personal surety bonds given by the defendants. The suit, which was filed Thursday night, names the defendants, besides Caldwell, as E. J. Heitzberg, De Witt Carter, H. C. Alexander and Frank Marr, all of Nashville. Another suit, filed by L. D. Smith, attorney-general, in behalf of the state, sought a temporary injunction to prevent Caldwell from selling or In any way encumbering his expensive home, Brentwood hall. The suit charges that $350,000 was paid for construction of the home from funds of the Bank of Tennessee, and that the home was carried as an asset of the bank until June 1, when it was charged out of the bank by an entry against Caldwell and Company. The state charges that Caldwell and his father, James E. Caldwell, “frauduently connived” to put the home beyond the reach of the younger Caldwell’s creditors. Two weeks ago, James Caldwell made a deed of trust for the home and land to the Nashville Trust Company, to be held for his son, and stipulated that the home could not be held for any of his son’s obligations. GARNER TO DEMAND SHOWDOWN ON SHOALS Wants Either Conferees’ Discharge or a Vote of Instruction. By Scripps-H award Setespaper Alliance WASHINGTON, Dec. s.—John Gamer, minority leader, will demand an early showdown on Muscle Shoals, either by discharge of the present conferees or by a vote of the house to instruct the present conferees, he said today. This definite development in the Shoals fight heartened those in the house who favor the Norris bill for government operation, or the Norris compromise, providing lor lease of all but the power facilities. These persons were confident the house would approve one of the two when a clear-cut vote is allowed. Garner favors the Norris bill and is among those who believe it would be approved by a vote of the house.
