"Conditions existing there can not be remedied this winter, and will have to be met in the wisest manner," he stated.

LARGE AMOUNT OF LOOT GOES TO CITYBANDITS Display Windows in Stores Smashed, Goods Taken Away in Cars. Window smashers and bandits, active again in Indianapolis Wednesday night and early today, struck in several sections of the city, obtaining a large amount of loot. Breaking the window in the Cohen Brothers dry goods store, Twenty-fifth and Station streets, early today, three bandits loaded an auto with goods from the display window and fled. David Cohen, owner, estimated the loss at more than S2OO after a preliminary check. Shoes valued at $l5O were stolen from the West Tenth Street department store, 2518 West Tenth street, after thieves smashed a show window, S. A. Gold, owner, reported to police early today.
