BY WEBB MILLER I niied Press Stafl Correspondent PARIS, Dec. 3.—A series of political and economic rapprochements which have commenced within the last taw days may, eventually, vitally affect the present political equilibrium of Europe disturb the balance of po-.yer established by the treaty of Versailles, and result in new alignments of powers on the continent. Diplomats with whom the new movement has been discussed are convinced it is aimed primarily to counter-balance France’s predominance on the continent and to enable dissatisfied nations to exert pressure more effectively upon the powers which maintain that the Versailles treaty constitutes an inviolable statute. Campaign Against Treaty Diplomats discern the recent series of rapprochements constitute i iic Beginning of a concerted movement of dissatisfied powers against the Versailles provisions. The movement has not yet crystallized, but a definite current lias started and It likely is to continue unless it is deflected by Franco-Italian naval agreement, a world disarmament conference, or diplomatic action among the powers concerned. The present movement potentially is the most important international political factor since the formation of the Little Entente, by which France extended her chain of alliances across Europe, behind Germany and in front of Russia, and established her hegemony on the continent. Current intense diplomatic activity between Italy, Russia, Germany, Hungary, and Turkey, some diplomats believe, seems destined to form a network of political and economic friendships across Europe, behind France’s Little Entente chain. Momentous Events Recent weeks have seen the following unusually significant events: Soviet Foreign Commissar Maxim LitvinofTs secret conference with Dino Grandi, Italian foreign minister, in Milan. The visit of Count Stephen Bethlen, Hungarian premier, to Rome and thence to Berlin. Turkish Foreign Minister Rushdi Bey’s visit to Rome. Italian Premier Benito Mussolini’s last speech, in which he made a sympathetic gesture toward Germany regarding the revision of the Versailles treaties, and stressed the necessity of Italy to expand to the cast. German Foreign Minister Dr. Julius Curtius’ references to necessity for revising the Versailles treaties, emphasizing Germany’s revolt against continued disarmament while other nations are arming. Count Bethlen’s public references in Berlin to necessity for revision of the peace treaties, and to close co-operation between'Germany and Hungary. Italy, Soviet 3lake Friends Some quarters attach political significance to the marriage of King Boris of Bulgaria to Princess Giovanna of Italy. Several diplomats indicate in conversations with this correspondent the belief that a coalitfbn of powers opposed to French and Little Entente predominance and in favor of revision of the peace treaties is in the process of formation, including Russia, Italy. Hungary and Turkey, with Germany sympathetically inclined. They believe that the movement Is now taking the form of economic rapprochements, with political friendships to follow. I was assured on high authority In Italy that the Litvinoff-Grandi conversations were aimed primarily at a more active commercial and economic co-operation and the extension of the Italo-Soviet treaty pf 1924. Ironically, Fascism, which was (treated to fight Communism, now is on closer terms with the Soviets than any other European country, and Italy plans to intensify the cooperation. In Paris, I hear that France intends to begin a naval construction program in January, unless a Franco-Italian naval agreement is reached lx fore that time. If the naval agreement fails, the present movement of anti-French rapprochements under the leadership of Italy certainly will be accentuated. Meanwhile, Mussolini is militarizing Italy to an extent unknown since the days of the Roman empire. He promises within two years the greatest display of military foe in Rome's thirty centuries of h!story. While I was in Italy, six men were sentenced for spying on behalf of France. One sentence was for thirty years, another twenty-five. The trial of Russian engineers in Moscow, and the coincident unprecedented anti-French agitation, undoubtedly will have a bearing on the new movement. 1 Marriage Licenses Julian E.
