Von Bemstorff said Germany must have parity and security along with other nations, and that the draft convention tor world-wide disarmament being prepared here sacrificed land armaments for naval armaments "in respect to existing ti eattes.” The chief German delegate said that he would not vote on the clause in the proposed convention dealing with previous treaty obligations.
