EUROPE HOLDS EDGE OVER U, S. IN GLEAN CITIES More Efficient Systems in in Use; Munich First in Sanitation. Hu ftrievce .Venice NEW YORK. Nov. 28.—American lag behind European ones In the matter of cleanliness and efficiency or refuse collection and disposal. Dr. Geofge A. Soper found in a recent survey of the situation here and abroad. Munich, Germany, was the cleaner-!. city, Dr Soper said, although several other German cities closely approached Its high degree of cleanliness. Dustless refuse collection systems being used in Germany, Austria, Czechoslovakia and England are a new and remarkable development, Dr. Soper reported. The co-operation of all citizens in keeping the cities clean was everywhere apparent and it is this cooperation which must be the keynote in any plan for municipal cleanliness It ranks above the mechanical developments, it appears from the report Gutter flushing is a useful European procedure seldom practiced in America. In Paris it is done with a large amount of water and seems almost indispensable. In Dresden there is a different technic, using ess water, but apparently operating as efficiently. Among European custom novel to American city dwellers is the practice of the street cleaning department of .cleaning the sidewalks as well as the pavements, except during snowy seasons, when the householder does it. This plan might well be followed in New York, Dr. Soper suggested. The sidewalk really is a part of the street, and there is no good reason why its care should be* left to the householder, he says. SLAIN WIFE IS BURIED Kastor Still Is In Critical Condition at City Hospital. Funeral services for Mrs. Helen Kastor, 22, fatally wounded last Tuesday when her husband, Herbert R. Kastor, shot her, were held this afternoon at 1902 North Meridian street. Burial was at Lebanon. Records of the marriage license bureau show the year's total of licenses issued to be only 34,553 as compared with 40,380 a year ago. Indications are that the number of licenses issued this year will be 8,000 less than in 1929.

TROOPS GUARD MILLWORXERS Textile Strikers Aroused by Soldiers’ Arrival. By United Frees DANVILLE. Va, Nov. 28—The mill area of this strike-torn industrial community was under virtual martial law today as state military authorities ' prepared to cope with any possible disorders which might arise an nonunion textile workers returned to the mills after a Thanksgiving holiday. The seriousness of the situation here was accentuated by the arrival Thursday of a force of 900 national guardsmen. The troops were ordered here by Governor John Garland Pollard after a threatening mob of 2,000 alleged strikers had imprisoned 400 or 500 nonunion workers and company executives within a plant at Schoolfleld, a suburb. After dispersing the mob the soldiers began a patrol of the mill area which was maintained over the holiday. The strikers resented the presence of the troops and a protest, signed by Danville United Textile workers, was telegraphed Governor Pollard.
