G. 0. P. CHIEFS LOOSEN CLAMP ON INSURGENTS Seek to Mollify Party Progressives Prior to Congress Opening. fS’J Vhitr<l prrst WASHINGTON. Nov. 26.—Chairman Simeon D. Fess of tho Republican national committee joined other party leaders today in the movement to mollify progressive Republican insurgents during the short session by relaxing opposition to their program in the house. Speaker Longworth and majority leader Tilson remain to be heard Irom on the proposal of Chairman Snell of the house rules committee, that pending controversial legislation be brought to a decisive vote this winter. “Where they are asking for a vote," Fess said today in discussing the progressives, "It would appear the privilege should be granted if it does not interfere with tile program. which must be finished belore March 4. Compromise Is Planned “Where a measure long has been the subject of pressure for consideration, it should be given if it doesn't interfere with the legislative program” Fess said he would not interpret Bnril's offer to bring such measures ps the Muscle Shoals bill, the lame duck resolution and others of Progressive origin to a vote as having heen prompted by Republican losses In the Noy. 4 election. As party plans are formulated five days before congress meets, it appears administration leaders in congress have decided to compromise with the Progressives. On the issue of farm relief, Republican leaders have maneuvered ♦heir Democratic and Insurgent (opposition into a weak position. Indorse Farm Board Policies Chairman McNarv of the senate pgricultural committee has succeeded in getting leaders of the three large farmers’ organizations to indorse farm board policies and oppose the export debenture or other farm relief of that type at the short session. The farm relief program for this Session points toward the following objectives: Appropriation of $150,000,000 and possibly $200,000,000 for the farm board to continue its wheat buying end other projects. Further regulation of grain and Cotton futures trading to prevent gambling, but with protection for legitimate hedging operations. Truce on Farm Relief The farm relief truce is to last Until December, 1931. when the new congress meets in regular session. Agreement of leaders of farm organizations to this program in their f,vo-da.y conference ending Tuesday means they will not support any effort toward a special session next spring. Senators Borah <Rep., Idaho); fihipstead (farmer-Labor, Minn.); 'Deni.. Ark.); Robinson “iDem, Ark), and Brookheart (Rep., la.). are foremost in demanding further immediate farm relief—specifically the export debenture. They may make a real fight for their project this winter and they may not. It is probable most of the foregoing are not certain now what their future tactics will be.
