LITTLE ENTENTE ACTS TO BLOCK HAPSBURG KING Arms Will Be Used If Necessary to Keep Otto From Throne. Bu i nilrrl Press BERLIN, Nov. 18.—Diplomats o! the little entente nations now discussing disarmament at Geneva have made plans to protect themselves, by arms if necessary, against the restoration of the Hapsburg dynasty in Hungary, according to reports received here. An agreement has been reached for joint action against Hungary, the reports said, between Yugoslavia, Czechoslovakia and Rumania if the young Archduke Otto is placed on the Hungarian throne after he obtains his majority of 18 years on Nov. 20. It was understood the entente nations would close their Hungarian frontiers and charge Hungary with a breach of international law before the League of Nations. Dethroning of the Hapsburg originally was embodied in an international document. The agreement reportedly envisaged military mobilization if Hungary insists on the Hapsburg restoration. Reports said the little entente had notified the Holy See, the League of Nations, France and England of its plans. Observers here doubted whether the Hungarian government had any desire to restore the Hapsburg dynasty on Otto’s birthday. The possibility was seen, however, that elements in Hungary favoring the return of the archduke as Hungarian king might attempt to take the matter into their own hands, although it is against this possibility that the little entente might be takin gprecautions. This became known today when passenger figures were made public by Clarence M. Young, assistant secretary of commerce for aeronautics. The total dt passengers flown over regular airlines from January to July this year was 35,000 greater than during the entire year of 1929. Night Flights Banned HU \ f’A Service PARIS, Nov. 18— Because of risks involved, night flying over this city has been forbidden by the ministry of air. The step was taken on the recommendati i of the chief of the service of air security, who considers that sufficient technical, commercial or touristic advantages are not derived from night flying over the city to compensate for the risks. PAYMENTS TO VETERANS ARE BEINGSJUDIED Service Certificates May Be Redeemed in Cash by New Plan. Bu Bcrivns-Haward XcwsDaoer Alliance WASHINGTON, Nov. 18.—The administration is considering suggestions for the immediate payment in cash of adjusted service certificates, it was learned today. The certificates were given World war veterans by congress in 1924 in lieu of bonuses. They are in the form of insurance, maturing with a cash value in 1945. Payment now in cash would require expenditure of about two and a half billion dollars. Various proposals for raising this sum by a bond issue are pending in congress. More than three million adjusted service certificates are outstanding, with an average value of a little more than SI,OOO each. But since the certificates have a nan value, many veterans have availed themselves of this provision, bo rowing through banks. This wou’i reduce the government’s outlay. Also, if certificates were redeemed now, the government would deduct from face value interest which accrues from year to year. Redemption is being urged to put money into circulation. Advocates of the plan say redemption immediately would stimulate business, relieving depression. Secretary Mellon is said to be opposed to the plan. The American Legion rejected it at its recent convention. However, the proposal is being strongly advocated, and is being studied by the President’s advisors. Representatives of veterans’ associations expect considerable discussion in the coming congress. Legal Notices LEGAL NOTICE OP PUBLIC HEARING PUBLIC SERVICE COMMISSION DOCKET NO. 1165-M.
