PLAN COSTLY SPAN $7,000,000 Bridge Slated for Zambesi River. Bu United Press SENA, East Africa, Nov. 14.—Construction of a gigantic bridge that will span the turbulent waters of the river Zambesi from here to Mutarara, thus removing a serious trade barrier, already is under way. The project will cost more than $7,000,000, and with a length of more than two and one-fourth miles, will be the longest railway bridge in the world, if the length is measured by the continuous width of the waterway wilich it spans. It will be fifty-four feet above average water level and tw ! enty-seven feet above the highest known flood level. The plans call for thirty spans, eighteen of w'hich will be on land. Each span will be 266 feet long and weigh 300 tons. Engineers estimate between three and four years will be required to build the huge structure, contracts for w r hich were recently signed by the Cleveland Bridge and Engineering Company, Ltd., and the Central Africa Railway Company, Ltd., and the Trans-Zambesian Railway Company, Ltd.

M’CARDLE RAPS FORCED MERGER OF RAILROADS Opposition to I. C. C. Views Expressed at Session in Charleston. nn Timr* Special CHARLESTON, S- C.. Nov 14 Having delivered an address in opposition to public ownership of utilities here Thursday, Chairman Joint W. McCardle of the Indiana pubhc service commission today presented a report disfavoring the railroad consolidation plan as laid down by ; the interstate commerce commission. McCardle is chairman of trie rail-■ i road consolidation committee of the National Association of Public Serv- ! ice Commissioners, before which the | speech was made and the committee resort presented. | The association Is meeting here until Sunday. i “Railway consolidation effected by j compulsion and not coming as the natural result of conditions and I circumstances can be productive of j no good,’’ McCardle declared in his report. Advises Close Study “Even such consolidations as are the natural outgrowth of economic conditions should be subjected to the control and approval of a regulatory body. These groups should use circumspection in permitting such consolidations rather than to lend them indiscriminate encouragement. “It is the opinion of your committee that efficiency can not be legislated into any organization. By consolidating divisions the operating officials will be removed farther and farther away from the public, who use their facilities and this will have a tendency to place a greater and greater strain upon public relations. “When the public, without considerable exertion and expense to themselves, can not come in contact with the operating carriers, cooperation will be reduced to a minimum, causing greater operating ex- ! pense to the carrier and a more and 1 more dissatisfied public. Mclntosh Attending ; “It is urged that through such consolidation economies will be effected. But in Indiana, for example, it has been a matter of observation that the consolidation of railroads has not resulted in any lower raUTs to the shippers. Consequently the shipping public has received no benefit from the consolidations which have been permitted in that state. “Nor has increased efficiency in service resulted.” McCardle closed by declaring that there never was any great public demand for the transportation act and that it was passed in haste by congress. The result, he declared, is an unwise policy of forcing consolidations fostered by the interstate commerce commission. McCardle and Commissioner Calvin Mclntosh are representing Indiana at the meeting. BROKEN BOW STEPS UP Now Is Smallest City In U. S. to Have Dial Phone System.
