Federal and state government, are In no way responsible for current business depression, former President Calvin Coolidge declared in a radio address at Hotel Kimball here Thursday night Coolidge was making his sole speech of the present campaign, urging election of William M. Butler, former senator, and Governor Frank G. Allen, Republican senatorial and gubernatorial nominees, respectively, in Massachusetts. Can't Guarantee Prosperity The former President said he knew of nothing "which the federal or state governments have failed to do which either would have prevented the depression or now would cause a healthy revival of business ” No government ‘‘worthy of confidence” undertakes to guarantee prosperity. Coolidge said. Such a government can, however, he added, “through wise measures promoting security and peace accompanied by reasonable taxation greatly encourage all kinds of business. Such a policy will make business better when times are good and prevent it from being worse when times are bad.” World-Wide Recession While immediate relief for "those who are the less able to take care ©f themselves” primarily is the duty of “local government and private charity,” Coolidge declared, "a general marshaling of all the public and private resources of the country in order to furnish employment for wage earners and a market for materials properly can be encouraged and supervised by officers of the national and state governments.” The “world-wide recession in trade” which we have had “has been due to a combination of causes which no one yet comprehends,” the former President asserted.
FOSSILS OF WHALES ARE FOUND INLAND Deep Sea Monster Caught by Ice Sheet, Says Scientist. By Science Berrien ANN ARBOR. Mich., Oct. 31. Excellently preserved fossils of seagoing whales which visited the Michigan peninsula during the ice age have been discovered In two Michigan localities. Professor Russell C. Hussey of the University of Michigan geology department, revealed here today. Some, twenty to thirty thousand years ago the whales swam inland by way oi the St. Lawrence or the Hudson waterway, through the prehistoric glacial lakes and into shallow rivers at the edge of the retreating ice sheet which then covered northern North America. The whales caught in rivers could not turn around and find their way out, and Professor Hussey believes they must have died of starvation. Their bones were cast on the beaches of those times and are found today in gravel bars. PLANS GRAIN BILL VOTE Caraway Would Have Sellers of Futures Be Able to Deliver. Oct. 31.—Secretary Hyde’s Russian wheat selling scare has prompted Senator Caraway (Dem., Ark.) to make preparations to seek anew vote in the December session on his bill practically abolishing cotton and grain futures markets. Caraway’s bill would make it mandatory that the seller of futures have the commodity in fact so delivery may be made. Caraway, just back from Arkansas, said he would ask the agriculture department to again pass on his proposal, which it previously frowned on. Nation Should Capitalize in Education During Crisis, Says Economist. Bv United Preee BOSTON, Oct. 31.—An Industrial education program which he believes would convert the present unemployment problem “into a blessing of achievement” was suggested today by Roger W. Babson. The statistician described his proposal before representatives of Massachusetts universities called to consider the unemployment situation, Babson’s idea is as follows: “Establish in each community a public employment clinic where the man out of work registers. Before he can be helped, he shall be physically examined, and if he suffers from any remediable troubles, let arrangements be made to improve his condition. “Then, during the period that he is out of work provide schools for adult education which he can attend. Our present school buildings would offer temporary facilities at night for this together with special Industrial schools where he could

These concerns should pay the carfare of idle employes to enable them to attend such schools, in his opinion. Meyer, chairman of the Republican county speakers’ bureau, In a recent radio address charging officers and the organziation of the Legion with playing politics, has been adopted by the executive committee of Indianapolis post No. 4, American Legion. The resolution declares Meyer charged the Legion was a party to misleading of voters in belief that Representative Louis Ludlow was instrumental in obtaining the location of the new veterans hospital in Indianapolis and that Bowman Elder, national Legion treasurer and member of the post, had control of funds and thus was able to force the Legion into partisan political activity. Retraction is demanded of the Republican county committee on basis that such charges are false and without any justification and a libel upon the American Legion.
