LACK OF DATA HAMPERS U. S. JOBLESS RELIEF Scant Faith Is Placed in Estimate of 3,500,000 Unemployed in Nation. R n United Pretl WASHINGTON, Oct. 31—Federal efforts to cope with winter time 'unemployment are being severely hampered by lack of accurate data on the number of Jobless. Action to obtain this information is being undertaken by cialsInquiry at the labor and commerce departments indicates scant ;alth is placed there on the estimate of 3.500.000 unemployed. That estimate is based on census figures as of April 1 and upon the belief that 1,000,000 persons in the United States always are unemployed either from changing jobs, temporary layoffs or voluntary vacations. President Hoover stated that was r he source of the figures last week when he offered it as an estimate of American unemployment. Officials do not care to discuss the matter for publication. But the 3.500.000 estimate is described by several experts here as “merely a guess.” It is recalled in this connection ?hat the final official estimate of unemployment during 1921-22 emergency was from 3,000,000 to about 4 500.000. Secretary of Labor Davis recently stated there were 6,000,000 unemployed in the United States when he took office in 1921. He compared this figure with 3,600,000 estimated now to be jobless. The American Federation of Labor's statement that 5,000,000 would be out of work by February was not echoed In official quarters.

Bv United Frets CHICAGO, Oct. 31.—Frank Nitti, said to be treasurer of the Scarface A1 Capone gang, and hunted for months under an indictment charging him with evading payment of $277,940 income tax, was captured today. Nitti surrendered without offering resistance when a squad of twenty policemen, headed by Patrick Roche, special investigator for State’s Attorney Swanson, and N. E. Tessem, a government agent, found him in bed in a richly furnished apartment in Berwyn.
