GROSS NEGLECT IS CHARGED TO GARBAGEPLANT Wanton Mismanagement Is Claim of Zoercher at Hearing. Gross mismanagement of the Indianapolis garbage disposal plant was charged by Phil Zoercher of the state tax board at a hearing on the budget appeal of the city sanitary district at the statehouse today. Secretary Harry Mlesse of the Indiana Taxpayers’ Association carried the appeal from the proposed 6-cent levy and asked it be cut three-fourth of 1 cent more. Six cents represents ' 1 cent cut from the rate last year. Zoercher read a statement which he said was submitted to former Mayor L. Ert Slack alleging that $200,000 could be saved at the garbage plant if conducted under the administration which had charge in 1927. Chief Engineer B. J. T. Jeup of the sanitary district and member of the trustees’ board, defended the present budget set-up which has been approved by the civic affairs committee of Indianapolis Chamber of Commerce. It was attacked by Albert F. Walsman and Willis Nusbaum, Indiana Taxpayers' Association representatives. Evidence disclosed that $54,000 was being asked this year for starting work on a dehydration plant for which $50,000 was appropriated last year, and no work done. This and other items appeared to be apt to go under the knife and a one-half or three-quarters cent cut seemed likely. Hearing on the Indianapolis city levy of sl.lO is scheduled for this afternoon.

MATERIALS WAR DELAYSSTREET Property Owners Demand Action for Relief. With completion of grading of Norwaldo avenue, from Sixty-first to Blxty-third streets today, property owners reiterated their plea to works board members for relief. Further construction of the street is blocked by one of several suits on file in county courts by plaintiffs, alleged to have been Instigated in the move by asphalt dealers, seeking to halt paving of the street with concrete. Property owners, with the street now only a mass of mud, are unable to reach their homes by auto and many claim they have been unable to obtain delivery of coal. Cars of the house Owners stand on nearby streets day and night, it is said. Louis Brandt, works board member, stated that danger of property and life loss in case of fire on the street, ‘ makes the condition serious.” Grading of the thoroughfare was completed by Schwert Brothers, at a cost of $2,272.

EUGENE R. FRENCH IS VICTIM OF APOPLEXY
Funeral services will be held at 2 Saturday at the Johnson & Montgomery funeral parlors, 1032 Central avenue, for Eugene Rolla French, 76, who died at his residence, 4070 Cornelius avenue, Thursday, after a stroke of apoplexy. Born in Edinburg, Ind., Mr. French came to Indianapolis fiftyfive years ago and engaged in the grocery business.
