SLEUTHS WILL OPPOSE MOVES TO CLIP WINGS Horsethief Detectives to Point Out Record of Convictions. "Horses stolen, 0; horses recovered, 0; autos recovered, 71; thieves convicted, 75.” Upon this item in the annual report of its 1930 onslaught against crime, the National Detective Association of Indiana, organized under the "horsethief act” of 1907, will resist any effort in the 1931 legislature to remove or curb its powers. Cloaked with resolutions which the association’s leaders say will vindicate them in the public eye, the organization will send a committee into legislative lobbies next January to oppose any effort to clip the organization’s wings. Association leaders, at their annual convention in the Severin on Wednesday, denounced as "manifestly unjust” condemnation of their organization that has aroused bitter fights past legislative sessions. Officials Make Talks Prominent members of both political parties paid obeisance to the detective association by addressing the convention. Republican speakers included Judson L. Clark, Marion county prosecutor; George L. Winkler, sheriff; Louis O. Shasey, representing Governor Harry G. Leslie, and a Democrat, Russell Ryan, representing Mayor Reginald H. Sullivan. “Our sole business now is to recover stolen property and protect ourselves against thieves,” declared George A. Stilwell, Ladoga, secretary of the association. Stilwell observed that "since we have cleaned out our organization we no longer wish to be known as Tiorsethief detectives.’ ” But, as if offering a gesture of gratitude for the unique law which vests them with authority, the detectives include in their report: "Horses stolen and recovered.” Target- of Criticism For years criticism has been made t hat the "horsethief law” gave birth to a horde of pseudo-officers who harassed motorists, particularly romantic couples, in their cars parked along the highway at night. Reprimand from the supreme court for activities -'.gainst bootleggers has caused the organization to limit its arrests to thieves, well asserted. "This fact has limited our convictions to 75 this year, whereas, if we had continued to harass liquor law violators our records would show 500 convictions,” he contended. According to a declaration of principles, members are identified with no clique or organization of any kind in the granting of special favor and stand for law enforcement and just punishment of all law violators. National Head Speaks William McMillan, Rushville, national president of the association, was a speaker at the convention. Orin E. Davis, president of the Marion county council of the association, was chairman of arrangements. Included in a resolution presented by H. G. Walker, Montpelier, former president, commending Marion county members for entertainment they provided, was a poem, the first verse of which ran: HONEST MEN \Sr have found some honest men. Honestly life's battles have fought. Ones who know the worth of trust. With bribes conid not be bought. JUDGE SELECTED FOR VOTE OFFICIAL TRIAL Howling to Hear Case of J. L. Bienz In Criminal Court Monday. Henry M. Dowling has been selected to occupy the bench at the criminal court jury trial Monday of John L. Bienz. 3425 North Illinois, primary election poll official, charged with violation of official duties. Worker In the Ninth precinct of the Fourth ward, Bienz is alleged to have marked ballots in the presence of two persons. Three other officials at the same polling place were named in affidavits following the election, but charges against them were nolled by Prosecutor Judson L. Stark. E. W. Hoover, attorney and poll inspector, against whom the state nolled an affidavit charging election fraud, will act as counsel for Bienz. It is rumored new charges may be preferred by Stark against Hoover. YOUTH GETS SENTENCE Given Six Months at State Farm for Soft Drink Theft. For the theft of $lO worth of merclrandise from a soft drink stand at Willard park, Sept. 4, William A. Perdue, 18, Wednesday was sentenced in criminal court to serve six months at the state farm. The youth was under suspended sentence as result of conviction in July for another theft offense. Ralph B Williamson, above, attorney of Yakima, Wash., is one of the three men whom President Hoover has named for the reorganized federal power commission of five men to replace the former board of three cabinet members. Mr. Williamson's name, with those of Marvel Garsaud of New Orleans and Claude L. Draper of Wyoming will be submitted to the senate for confirmation in December. NEGRO PRESBYTERIAN COUNCIL IN SESSION Four-Day Meeting Opens at St. Paul Church With Luncheon. Thirty-sixth annual four-day session of the Afro-American Presbyterian council opened at 1 today with a luncheon for delegates at the St. Paul Presbyterian church, Twenty-fifth street and Paris avenue. Famous Negro religious educators are scheduled to give addresses at sessions in the mornings, afternoons and evenings each day until Sunday night. The Rev. R. W. Frank, D. D., of the Presbyterian Theological seminary, Chicago, will speak at 9 Friday evening, and Miss Jane Hunter of the Phyllis Wheatley house, Cleveland, is to speak at 3 Sunday.
