COUNTY COUNCIL kCLIPS 8135,000 FROM BUDGETS Board Recesses Without Arriving at 1931 Tax Rate. After slicing about $135,000 from budgets of less than half of the county offices, the county council recessed at noon today without arriving at the 1931 county tax rate. Councilmen, however, said the 1931 rate will be 36 cents, or 2 cents lower than this year’s rate. This includes the following levies: General fund, 17H cents: tuberculosis levy, 2\i cents; free gravel road fund, 2 cents, and the sinking fund, 14 cents. The economy ax was felt in many county departments, with salary cuts totaling SIOO,OOO made in the short session today, and about $31,000 lopped from general running expenses. Cuts of $3,000 a year in the salaries of eight county judges be- j came effective as they were clipped in swift succession from each court budget. Court action loomed as | result of the cuts when Merle N. A. Walker, attorney, said to represent the judges, appeared before the k council to warn them they are ‘‘only fooling yourselves and taxpayers in ordering the cut.” “Comfortable for City Hall” When Walker warned the council riot to make cuts in judges’ salaries, he said the civil city budget, fixed recently by the city council, “could have been pared $200,000 without causing any department an inconvenience.” "All that extra money is just making it more comfortable for the city hall bunch,” Walker said. The ax was felt particularly in juvenile court, where $28,900 was clipped, affecting several probation officers, and court officials. Salary raises for court bailiffs, reporters, pages and clerks were denied, accounting for about $20,000. Program of cuts and allowances is cut and dried, the council having met in two secret caucuses Tuesday night and today to fix them. Deny Probe Request Offices considered today and cuts; made follow: County clerk, SU,-j 600 cut in salaries and $6,150 in I running expenses: county auditor, j no salary cuts, but $1,600 in ex- j penses; treasurer’s office, no salary cuts, but $2,500 drop in expenses; recorder, $4,100 salary cuts and $1,300 in expenses: sheriff, $2,500 expense cut, and surveyor, $1,500. The council Thursday will deny a $5,000 request of the grand jury prosecutor to carry on the election fraud probe. Cuts of $6,180 were made In the „ budget of each superior court, in addition to the drop in judge's salaries. Called to explain certain expenditures of the Family Welfare Socety, Mrs. Rhoda Morrow, secretary, was told the organization will receive no aid from the county until further explanation is made of the society’s placing of orphans in private homes. Decrease Is Likely Prospects of a decrease of 3.2 cents in the 1931 total tax levy as compared with this year's rate tor Indianapolis property owners appeared today to contrast the usual annual boost. The total rate for Center township taxpayers is not yet definite, but governmental heads believe the total will be about $2,798 on each SIOO of taxable property. The 1930 rate is $2.83. Definite fixing of the rate will not, be made until the state officials decide whether the biennial 29-cent levy will be raised or lowered. Governor Harry G. Leslie will call heads of finance departments and the state tax board into conference to see if there will be a change this year. The meeting is to be held\ this month. .. . ' County councilmen, with the ajd of commissioners, were to complete action on the county budget for the coming year today. First goal of the officials was a 38rcent levy, but after several conferences items were sliced to a 36-cent levy. . The city rate remains the same as this year at sl.lO. The rate was fixed by city councilmen after two Weeks of survey and decision not to slice heavily from various departmental funds. A drop of one-half cent In the qity school levy making it $1,015 for 1931. This was to be approved finally by the board, in session Thursday. ' Based on the following tentative estimates the township levy of $2,803 would be derived from the. following: City, $1.10; county, 36 cents; Center township. 3.3 cents; state, 29 cents, and school city, $1,015. Ind., Sept. 3.—Charles Conkle, 21. son of Walter Conkle, a member of the Kokomo police department. is suffering from a serious knife wound said to have been inflicted during a fight with Bert Crawford, 29, and his brother. Rollie, 36. Physicians say COnkle escaped j 4eath only because the knife struck a rib, preventing a deep wound in a lung. ; Police have information that the Crawfords had been drinking and became abusive while at a filling Station where the officer’s son.was employed. FARM SITUATION IS DEFENDED IN TALKS Rotary Club Is Told Conditions Are Not As Bad As Claimed. Agricultural conditions in the f state are not as ba r i as they are pictured, two farm leaders declared at the Rotary Club luncheon Tuesday at the Claypool. “Although conditions in some sec- ■ tions are very bad, yet, on the whole, they are not as dire as they have been painted.” said E. J. Barker, secretary of the state beard of agriculture. He was joined in this opinion by State Representative C. Y. Foster of Hamilton county, a farmer and member of the board of agriculture. “Agriculture is not as tough as we tell you it is.
