USE OF CREDIT TO BE URGED IN DROUGHURISIS 'Primary Duty Rests Upon Local Banker,’ Says Elmer Stout. Use of Indiana credit facilities as a means for aiding farmers in the drought-stricken areas of southern Indiana will be advocated by Elmer Stout, president of the Fletcher American National bank, wheVi he . confers with Governor Harry G. Leslie probably Saturday on relief measures. Stout attended the conference in Washington called by Arthur Hyde, agriculture secretary. "There is no congressional appropriation which may be used for the relief of the burned-out farmers,” Stout said. No general rule could be followed Jn giving relief as each state has a special problem. ‘‘The conference decided that the primary duty rests upon the local banker as he is most familiar with the conditions in his community and the especial problems of his customer,” Stout said. Should Offer Eligible Paper "The banker should offer for rediscount such eligible paper as he may have or can make to the federal reserve bank or the intermediate credit bank operating in his territory. "Existing agricultural credit corporations should utilize their full available lines of rediscount and if Inecessary capital structures of such corporation should be increased in order to make available larger lines of rediscount with the intermediate credit bank. “Where no such agricultural credit Corporations exist and where no other credit facilities are available we urge upon bankers, business men and farmers that they proceed at once to the formation of agricultural credit corporations. Such organizations should be capitalized upon as broad a basis as practicable and covering considerable area. Such corporations will prove to be valuable in the areas in which they are formed not only as an emergency matter but as permanent institutions in aid of agriculture.” State Must Obtain Aid "Unsound loans should, of course, be frowned upon, yet they can afford a great seivice in expanding the financial resources of the communities they serve,” Stout said. "Co-operative marketing associations are urged to avail themselves of the financial assistance offered by Ujc federal farm board. "With such recommendations it is easily perceivable that what relief can be aorded in Indiana must be obtained by the state as the federal government can give no aid.” SPENCER NEEDS TRAIN SERVICE, BOARD TOLD City Fights Order to Abandon Pennsylvania Rail Service. Remonstrances against an order of the public service commission authorizing the Pennsylvania railroad to abandon two trains on its Indianapolis to Vincennes division, were heard by the commission today in an appeal of the city of Spencer for a rehearing of the matter. Attorneys for Spencer told the commission that several industries, which were idle at the time the hearing on the order was held, now were operating and the train facilities were needed. It also was announced that a Hew industry would be brought to the town if the trains were restored. Increased rail facilities will be required, it was said. OPEN GASOLINE BIDS State Highway Department Is Tabulating Figures of Oil Firms. Bids from fifteen gasoline distributers have been received and ppened by the state highway commission in the letting for the next fiscal year, beginning Oct. 1. The contract is now held by the Standard Oil Company. The bids were asked on 3,750.000 gallons of gas and kerosene; 175,000 gallons of lubricating oil and 150,000 pounds of grease.

SEEK TO SPEED UP CITY SUITS $15,000 in Building May Be Tied Up for Winter. Petitions to have injunction suits against the city in city hall’s asphalt-concrete war tried next month in county courts will be filed Tuesday by James Deery, city attorney. Deery was instructed to file the papers today by the works board wrtbn it became apparent that more than $15,000 worth of city street building will be tied up this winter unless the courts rule. The works board was made the target of five suits, said to have been brought with the support of the National Asphalt Association, when asphalt contractors demanded more city streets be asphalt topped. The board held only the material sought by petitioners for the improvements can be used. Members also declared the concrete work was only half as costly as the asphalt. The board is opposed to "going out of its way for asphalt bidders, who are opponents of the city in this matter,” members declared today. They announced that asphalt contractors who were supplying money to aid the court fight "would not be looked on favorably, hereafter.” The board is required to take the best and lowest bid on any improvement jobs.
