Aug. 29.—President Hoover's selection of Thomas Walker Page, a Virginia Democrat, as second member of the reorganized tariff commission today aroused keener interest in the rest of personnel of this body, which will be charged with making improvements in the protective system set up in the Hawley-Smoot bill. In view of Page’s reputed low tariff views, which once led him to declare the Fordney-McCumber rates too high, even for a protection program, as well as his interest in international attempts to allay commercial rivalries, it was believed the President yet may choose a commission with more concern for foreign trade expansion than the Republican party showed in framing high duties. Although appointment of Henry P. Fletcher of Pennsylvania as chairman has brought criticism that he naturally would look with favor on keeping rates high, Hoover has emphasized that the former diplomat’s experience abroad would lead him to take a broad view of applications for downward revision. Page was a member of the first tariff board set up by Taft, a staunch advocate of scientific revision, although he could not get his party to follow him. Page subsequently was named as a member of the tariff commission by Wilson. In his books and statements he has shown himself to be far from the type that the Watson-Smoot-Reed bloc would place on the tribunal. Page's appointment may lead Democrats and other critics of the Hawley-Smoot rates to withhold their attack until the full personnel lms been named. There are still four members to be selected, including two Democrats and two Republicans, and Hoover has until Sept. 17 to find them. When the tribal chieftain's palace was raided several months ago British officials found a big store of arms in the cellar, as well as contraband liquor. At the pir's trial he was accused by his wives of beating them and making them work in the fields until they were exhausted.
