U. S. EXCLUSION POLICY ANGERS ALL JAPANESE Nippon Statesman Asserts His Country Demands Equal Treatment. BY WILLIAM PHILIP SIMMS Foreign Editor WILLI AM STOWN, Mass., Aug. 20. —Viewing Japanese exclusion only as a misunderstanding, but one full of potential dynamite, Yusuke Tsurumi, former member of the diet, in an interview today expressed the belief that as soon as the matter is seen In its true light, America herself will remedy it. Japan. Tsururai declared, has not the slightest desire to see a horde of her subjects emigrate to the United States. The number of Japanese admitted, he said, has absolutely nothing to do with the case. If, under the quota, not more than one or two were admitted, it would all be the same to Japan. It is merely a matter of self-respect. “It is most unfortunate that whenever a Japanese hears the word America, he always associates it with the exclusion clause of the American immigration law,” the Japanese statesman said. "But his sense of dignity prevents him from speaking about this, unless asked, because he does not want to give an impression of asking for something. "Also he would very much prefer that the move come from the American side without his demanding it. Nevertheless, the fact remains that until this problem is solved satisfactorily to both, there always will remain a shadow on the otherwise friendly feeling between the two peoples. “The American congress, I am aware, was furthest removed from all thought of an insult to Japan in putting through the exclusion act. But the impression created in the Japanese mind, unfortunately, was exactly that. “The matter of number, therefore,; means absolutely nothing to us. We j desire merely to be treated as the j equal of the other nations of the world. “The self-respect of the Japanese nation simply can not endure the idea that they are treated differently from European nations by our traditional friend, America. That is all there is to it. It is a question of principle. We simply desire recognition by America as a great power with a dignity, culture and civilization inferior to none.”
