EXILES MAPPING REVOLT AGAINST SOVIEUEGIME Leader of White A H my Is Equipping Forces for Attack on Reds. BY STEWART BROWN United Press Staff Correspondent PARIS, Aug. 15.— The scattered white army of Russia, defenders of a fallen throne, bent its united efforts today toward giving all possible aid to what the exiled General Ivan Miller described as “the revolt of Siberian peasants’’ against the Soviet regime. General Miller, who succeeded the vanished General Alexander P. KoutepoJT as leader of the army of exiles, consulted his staff at a meeting here in connection with plans to furnish guns and ammunition to opposition forces in the Soviets. The Communist regime in Russia Is “sitting on a powder-box’’ which requires only a tiny light to exterminate the entire regime, the white army leader asserted. He said there is sufficient. antiBolshevik strength within Russia to overthrow the Kremlin leaders if the rebel forces could be furnished with money, guns and ammunition. He said: “The Soviets are brutalizing the peasants, binning entire cossack villages and sometimes shooting 200 rebels a day.” The present plan of the. white army leaders will be directed toward establishment of a united front in he said, and it will be necessary for all exiles—w’hether monarchists hoping for the restoration of the crumbled throne of the czars or republicans—to make extreme sacrifices to aid the movement.
