MOORE FAVORS APPROVAL OF POWERGO. DAM Points Out Utility Must Assume Responsibility for ‘Nuisance/ Tentative approval of the Indianapolis Power and Light Company's super-power plant dam to be constructed in White River threequarters mile south of the sewage disposal plant was voiced today by City Engineer A. H. Moore, an exofficio member of the city sanitary board. , Pointing out that the utility will have to assume all responsibility for creation of a nuisance, Moore declared himself in favor of granting permission for the dam necessary to obtain an adequate water eupply for the company. Moore said the contemplated structure will not interfere with the flow of the river and consequently does not interfere with the works board's flood prevention program. Water May Stagnate He admitted that a nuisance will be created from a sanitary standpoint by causing the water to stagnate. According to present plans, the effluent from the city sewage disposal plant will flow into the river above the dam. Plans for the dam call for a 300-foot structure, while the channel width adopted by the works board Is 650 feet. Moore declared that the dam can be removed at any time the flood prevention program is extended to that point south of the city, predicting “it may come in fifty years.” It would be more economical for the utility to build the small collapsible dam at this time and tear it out in event of extension of the flood programs. Moore asserted. Discuss Plans With Moore Utility engineers have discussed plans with Moore and he expects to advise the works board of the situation in the near future. No formal petition for the city’s consent has been filed by tho power company. B. J. T. Jeup, city sanitary president, made an extensive study of the plans for the dam. opposing its construction because of the nuisance allegedly created from the sanitary board standpoint. The statute empowers the sanitary board to protect the streams from pollution, although the utility attorney contends the power company owns land on both side of the stream and no city authorization is necessary. Otto C. Ross, sanitary board member, joined Jeup in rejecting the plans, declaring he believed it would create a nuisance which will be hard to abate. If the flow of the river is halted by the dam. it will not absorb effluent from the sanitary plant, engineers contended.

SAFETY LANE TO BE USED IN CAR TESTS Police and Auto Club to Equip Nineteenth Street for Week. Police and Tloosier Motor Club officials today prepared to install equipment for operation of a safety lane on Nineteenth street between Meridian and Illinois streets, during automobile inspection week, beginning Monday. Cars undergoing the examination will be tested for condition of brakes, lights, horn, windshield wiper, steering, mirror, and wheel alignment. Jerry Kinney, police chief, said that the number of vehicle accidents and fatalities decreasing over the number last year, the inspection will aid further in reducing accidents. Asa result of dearer gold, Prof. Gay said, he expected commodity prices to go on falling, a trend which logically might mean a general lowering of wages as manufacturers sought to cut their costs. At any rate, he said, Henry Ford’s wage scale, which producers all are watching, would be put to a severe test. If it withstood the present depression, it was his belief that the whole world might adopt it as economically sound. The earth has been fairly well explored. The Yale economist. Professor Royal Meeker, also a participant in institute discussions here, disagrees with Professor Gay's findings. While he admits a scarcity of gold and agrees that the decline in commodity prices partly is a result of such scarcity, he refuses to see any such long or ill effects upon the world as a result thereof.
