STALIN POINTS TO RESULTS OF PEACEPOLICY ‘Breathing Spell’ Desired to Permit Economic Program Action. This I* one of t terie> of articlee oa th economic situation la Kmilt. BY EUGENE LYONS trailed Pros Staff Correspondent MOSCOW, Aug. 3—" Our policy is the policy of peace and the strengthening of commercial relations with other nations," said Joseph Stalin in touching upon the foreign affairs of the Soviet union in his speech to the Communist party congress "The result of this policy," he continued, "is the improvement of relations with a series of countries and the conclusion of a series of agreements about trade, technical aid, etc. “It’s result also is the adhesion of the Soviet union to the Kellogg pact, the signing of a protocol along the line of the Kellogg pact with Poland, Rumania, and others, the signing of a protocol extending the agreement with Turkey for neutrality and friendship. Policy Succeeded "Finally, the result of this policy is that we succeeded in safeguarding peace, not permitting enemies to draw us into conflicts notwithstanding a long line of provocations and adventurist attacks by war incendiaries. / "This peace policy we shall continue with all our might, with all our means. We do not want a single step of foreign soil. But also our soil, not one inch of our soil, shall we surrender.” Thia pronouncement is not casual rhetoric. For fear that the world might have overlooked it, the government mouthpiece. Izvestia, called editorial attention to it and urged foreign powers to note it well. The Soviet union is candid in its desire for the “breathing spell” of peace to enable it to push its economic programs through to victorious completion. Fear Foreign Attack At the same time the Soviet union is candid in voicing its conviction that the danger of a foreign attack always is on the horizon. Stalin sees a constant tendency towards intervention. France he cites as "the worst expression of this tendency at the present moment." At the same time he sees an opposite tendency, aiming to reach working agreements of some sort with the Soviet land. The recent attitude of England in making a temporary trade pact he points to as exemplifying this tendency, and also the extensive contracts with American firms.
