CONVICT LABOR USE IS DENIED Russ Agency Fights Ban on Puipwood imports. t United Prat WASHINGTON, Aug. 2—New evidence urporting to prove that no convict labor was used in the production of Russian puipwood intended for export to the United States was presented today by Amtorg Trading Corporation officials In the second hearing before Assistant Treasury Secretary Lowman. Numerous protests over the pulpwood embargo have been received at the White House. Officials said today they were being dispatched to the treasury department, which is handling the case. Lowman still has under advisement the question of lifting t|e embargo recently ordered against Russian puipwood. Representatives of the American paper interests protested to Lowman that the barring of Russian puipwood would cause American mills to close down and might drive them into Canada if they were unable to import sufficient supplies to (his country. Other witnesses argued Lowman s embargo was illogical since pulpwood consists of cuttings from the tops of trees felled for lumber If puipwood is convict produced, they argued, then the lumber was &k.o, but no embagro has been placed on Russian lumber. Lowman said he would announce his decision as to whether the treasury’s embargo would be luted temporarly or withdrawn, within two days. __ CITY GETS NEW HEADS Mayor and Police Chief Replace Ousted Juarez Officials. iv t nitrd Pres* EL PASO, Tex., Aug. 2.—A new city administration took office in Juarez today, replacing the one headed by Mayor Gustavo Flores. Jesus Quevado became the new mayor and Pedro Pineda took office as chief of police. Flores was ousted Thursday and charged with violation of the election laws in the gubernatorial election two w'eeks ago in which two men were killed and fifty hurt. The new city council is composed mainly of alternates of the Flores aldermen elected at the same time as the ousted administration.
