ELKS’ ORATORY PRIZE IS WON BY CITY YOUTH Bernard White to Compete in National Negro Contest. Bernard White, Negro, 15, of Highland place, has been declared winner of the Negro Elks regional oratorical contest held in Louisville. “The Constitution and Citizenship” was the theme discussed by White, a junior in Attucks high school here, and the son of Mr. and Mrs. Luther White. The prize is an annual SI,OOO scholarship given by Negro Elks of America. White also was recent winner of the Elks state contest held here, for which he received a SIOO reward. Contestants for the regional prize included representatives from Michigan. Wisconsin. Illinois, Ohio, Kentucky and Indiana. In National Contest The Seventh district, ‘ Way to Peace,” oratorical contest held in Hollenbeck hall of the Central Y. W. C. A. in the spring also was won by White. A prize of $25 was awarded by the Indiana Council on International Relations sponsors of the contest. Scholarship Awarded Reports from Knox College state thet Miss Dorothy Ann Madison, daughter of Mr. and Mrs. James Madison of Indianapolis avenue, has been awarded a scholarship In that Institution for the coming rear. Miss Madison is a recent graduate of the AUucks high school, where she won honors in scholastic work. She was active in student affairs and a leader of the younger social group. Attorney F. B. Ransom, chairman, has announced that a meeting of the entire membership of the citizens' general reception committee of 100. which is to entertain the National Negro Medical Association. is to be held at the Walker Coffee i Pot Friday noon. Tuf-Tread Corpon_tion, which figured prominently In paving overpayments unearthed in Lake county by the state board of accounts, was given an adverse decision in the supreme court Monday afternoon. The high court upheld the ruling of Lake circuit court In in joining the Tuf-Tread Corporation from proceeding with paving in Crown Point. July 22—A proposal for setting up distribution machinery to handle shirinents f>:' surplus wheat abroad to faminestricken countries as a means of relieving the present grain crisis was discussed informally today by Chairman Alexander Legge of the federal farm board with five mid>we.,tern senators. Before discussing this plan, Leg£& again rejected the plea of the senators that the government buy 100,000,000 more bushels of wheat and withhold it from the market. Legge characterized this plan as a “political remedy” in a statement issued Monday night, in which he also answered attacks on the farm board’s policies as “political bunk.” The former harvester executive said proposals of Senators Allen and Capper (Rep., Kan.) for government purchase of 100,000,000 bushels of new wheat simply would be a “political remedy that would help a few now at the expense of the future.” The farmers’ problems are economic and cast not bs solved except along sound economic lines. Legg's statement was issued shortly after his return from a tour of the farm belt, where he has been studying the situation and urging farmers to reduce their acreage.

Bu I'nited Press LOS ANGELES, July 22.—Dorothy Mackaye will return to Los Angeles soon to resume the stage career cut short thred years ago by the deaf; of her husband, Ray Raymoi and, musical comedy star, who was killed by Faul Kelly. Her theatrical plans were revealed in an announcement that she was on her way to Los Angeles from New York to appear in anew play, ”A Cup of Sugar,’’ by Lynn Starling.
