July 18 —The story of how a secret service agent Jearned intricacies of a smuggling system by courting a pretty girl, was told today. When the market was floded with Swiss watches at comparatively low prices, the government became suspicious and found a clew which led to Biel, Switzerland, where Marie Salzmann, 'll was conducting an exporting oteuness. A special '•gent was sent from Italy and he courted the girl with auch success that he won her complete confidence. From her he learned that the watches were being shipped to this country as pottery and bronze and nassed through the customs by two briebed apfiraisers. With these facts to work with. Alvin McK. Sylvester, assistant United States attorney, and Maxwell S. Mattuck, counsel for the American Watch Importers Association, have been successful in convicting two smugglers as well as two appraisers at the United States appraisers' store. July 18.—For the ffl-st time in ten years runaway horses caused the death of a man in New York today. Louis Miller, 51, of Middle Village, L. 1., was the victim. His son Charles. 14, was slightly hurt. The team they were driving in mid-town Manhattan became frightened, bolted and ran way. At Seventieth avenue and Twenty-fifth street the elder Miller was hurled to the street and crushed to death between the wagon and a parked automobile. The horses were captured by traffic policemen.

DOG THEFT RING BELIEVEDBARED Boys Paid by Men to Steal Animals, Is Charge. Operation of an alleged dog theft ring near Acton, in which boys are said to have been paid 10 to 25 cents by two men for each dog they stole, was being probed today by juvenile court authorities. Charles Downey, investigator, said he learned the boys, each 14. had not been paid more than 25 cents for any of the alleged stolen animals. The boys'said the men were selling the dogs to a local drug manufacturing company for several times the amount paid them for tracking down the animals. Downey said he could not find the men today, but warrants probably will be sworn out against the boys and the men. Neighbors in the vicinity reported the alleged dog theft ring to Harry Bendel, chief deputy sheriff. First reports were that cats also were disappearing in large numbers, but Downey said his probe disclosed only dogs were being stolen. ADOPT WIDENING PLANS East New York Street to Be Resurfaced and Improved. Plans for widening and resurfacing East New York street, from Randolph street to the Belt railroad, were adopted today by the works board. The plans call for a ferty-five-foot roadway. Thp present width is twenty-seven feet. Estimated cost for asphaltic surface is under SIOO,OOO, the city paying 75 per cent. A public hearing will be held in fifteen days. Plans already are under way for opening of the street from Randolph street to State avenue, where property will be acquired.
