BIDDING RULE MAY REDUCE SCHOOL COSTS New System Is Adopted in * Effort to Slice Building Expenses. Attempt to prevent collusion in school building heating and ventilating. plumbing and electrical fixture bids, and to reduce building costs, will be 'made by the school board through anew bidding rule Just adopted, according to A. B. Good, business director. In the future. Good said, the board will receive bids direct from manufacturers of heating and ventilating. plumbing and electrical fixtoraa, Inrtmii Os permitting contractors to include these items in their installation bids. Separate bids for installation only will be received. In announcing the ruling. Good cited figures taken from bids for remodeling of School 49. in which a wide divergence is shown in prices bid for these three types of equipment. Usually Big Difference “Manufacturers say their prices to contractors are the same, but usually there is a difference of several hundred dollars between bidders on the same equipment of any one company.'’ Good said. Tabulation of bids on School 49 revealed one plumbing contractor bid $2,336 on each of four standard makes of plumbing fixtures. Another plumber bid $2,172 on each of five makes. Prices c. a sixth make, which. Good said, until the present board took office Jan. 1 was not permitted under the specifications, but which is an equally good product, in each instance were lower, varying irom $1,870 to $2,000. The above prices were quoted for furnishing the equipment only, installation being included in a separate base figure varying from $5,131 to $7,643, on School 49. “In South Bend, the bids on five standard makes always arc lower than those on the make formerly banned here, but in Ft. Wayne and Indianapolis they are much higher, I have found,” Good said. Hope to Slice Costs Under the new system the board hopes to cut school costs through direct purchase of equipment. “I have been informed that there have been instances in the past," Good said, “where contractors bidding on certain school needs got together before submitting bids and decided who should be permitted to be the low bidder. Tire next time another contractor's turn would come and the remaining bidders would submit a higher figure. "However, the present board is making a determined effort to prevent this practice, with the expectation of lowering school costs materially. if entirely successful." DIRTY DISHES GIVEN AS DIVORCE REASON Husband Complains Wife Refused to Cook His Breakfast. William Hubbart, 554 Fletcher avenue, believes that if food isn’t the way to a man's heart, it is so near it there’s no use arguing over the situation. Today he filed suit in superior court against his wife, Mrs. Mary Hubbart, alleging that, among other things, she refused to get out of bed and prepare his breakfast for him, despite his pleadings. The suit also alleged Mrs. Hubbart allowed dishes to stand without washing for several days and also permitted dirty dishwater to stand in buckets and tubs for many days. BAND TO PLAY IN PARK The Arndt concert band will play classical and popular numbers at 8 tonight in Rhodius Park under park board auspices. Bobby Sink will play a saxaphone solo and George W. Curtis will give a baritone solo. CAB DRIVER IS BANDIT VICTIM Motorists Ask for Jack — But Not Tire Tool. Basil Bledsoe, 2216 North Meridian street. Red cab driver, told police he was robbed of sl4 today west of the Speedway by one of two men in a roadster who hailed him as he passed. According to Bledsoe, he stopped believing the men were having trouble with their car. “Give me the jack,” he said one of them demanded. Bledsoe started to dig under the seat of his car for the device. “Not that kind of jack, ’ the bandit said. “The kind you've got in jour pocket” Bledsoe gave him sl4. Wresting a butcher knife from a Negro fcanciit who attempted to rob him, Harry Wilson, 3353 North Arsenal avenue, was cut severely on the hand Wednesday night. Wilson told police the Negro yelled for him to halt his car at Senate avenue and North street. When ha stopped the car the bandit jumped on the running board, orandisheJ a knife and demanded money. The Negro fled after Wilson disarmed him. ROAD IS DOUBTFUL Meridian Street Rerouting of No. 31 Not Sure. Rerouting of State road 31, to run out North Meridian street to Sev-enty-first street and then over to Pennsylvania street and north of Carmel, is not yet settled, and the announcement of Director John J. Brown of the state highway department was somewhat premature, state highway commissioners stated today. They received a delegation of citizens in protest to this route, who live on Pennsylvania street, in the Williams creek district, where the new’ route would be located. They do not want this traffic there, they told the commission. In turn they were told other surveys are being made and no definite decision has been reached. Carmel citizens resent taking the route out of their town.

’ASS PLANS ON STREETPAVING College Avenue Project Cost Set at $57,000. Plans for the pavement of College avenue from the canal tc Seventyfirst street were adopted Wednesday by the works board following a public hearing. Cost of a concrete pavement is estimated at $57,000. A resolution on pavement of Kentucky avenue from Belmont to Harding at cost of $54,000, was taken under advisement by the w’orks board pending an agreement with the American Aggregate Company on payment of costs. E. Kirk McKinney, board president, declared that the aggregate company, which took over the Granite Sand and Gravel Company, should pay more than its legal share of the cost because the street had been torn up by the Granite firm’s trucks. Merle N. A. Walker, attorney for the company, advised the board that the firm will pay “only its legal share of costs." FORMER CITY MAN DIES Percy A. Beach, 42, former owner of Beach’s Book Shop, now the Meridian Book Shop, in the SpinkArms, died at the Ctjngress hotel in Chicago Tuesday morning, according to word received here by George C. Calvert, a friend. The body will be taken to East Aurora, N. Y., Mr. Beach’s former home for burial. Mr. Beach established the book shop here eight years ago, selling it three years ago to Arthur Zinkin. Then he became salesman for E. P. Dutton & Cos., with headquarters in New York.

JOHN J. MADDEN, WELL KNOWN IN BUSINESS, DIES Manufacturer, 60, Passes Following Operation at Hospital. ' John J. Madden, 60, of 4621 North Meridian street, manufacturer, banker, and widely known in Indianapolis business, died early today at St. Vincent's hospital following an operation. Mr. Madden became ill ten days ago and underwent an operation Wednesday afternoon. Failing to rally, he died about 5:15 p. m. Funeral services have set for 8:30 a. m. Saturday at the home, and 9 a. m. at St. Joan of Arc Romon Catholic church. Burial will be private. The family announced friends w’ould be welcomed at the home Friday night and Saturday morning. associated with his father. Captain Thomas Madden, in manufacture of furniture. From junior partnership in that firm, he organized his own industry, the John J. Madden Manufacturing Company, which in recent years reached large proportions in production of davenport beds and living room furniture. Mr. Madden was a director of the Furniture Mart building in Chicago, and a director of the Indiana National bank. He formerly was a director of the Chamber of Commerce, and was active in the Indiana State Chamber of Commerce, member and officer of Indianapolis Rotary Club, Indianapolis Traffic Club, Indianapolis Athletic Club, Highland Golf and Country Club and Knights of Columbus. He was a grand juror on the jury that probed contents of the famed "black boxes" of D. C. Stephenson, Indiana Ku-Klux Klan potentate. Surviving Mr. Madden are the widow, Mrs. Josephine Madden, and four children. Mrs. Doherty Sheerin, John J. Madden Jr.. Thomas Madden and Miss Josephine Madden. Man Drowns in Lake LOGANSPORT, Ind., July 17. Harold Murphy, 29, son of Dennis Murphy, near Logansport. was drowned in a river at Medicine Hat, Alberta, Canada.
