GOV. REED OF KANSAS LASHES HOOVERJOUCV Attacks Attitude Toward Farmers, Questioning Legge’s Integrity. Bv Cnitr<l Prtti HAYS, Kan., July 9—Governor Clyde M. Reed of Kansas, in a speech prepared for delivery today, challenged the whole attitude of the Hoover administration toward agriculture, charged the administration with attempting to subordinate agriculture to industry, and questioned the good faith of Alexander Legge, chairman of the farm board. Reed’s speech, a bitter denunciation of the administration’s policies, was to be made from the same platform on which Secretary of Agriculture Arthur M. Hyde and Legge appeared to urge upon the Kansas farmers a reduction of their wheat acreage. Gathered to Hear Debate Farmers from all parts of Kansas were gathered to hear the wheat acreage debate between Reed and Legge. Hays was the first Kansas stopping piace of the tour Hyde and Legge are making through the wheat belt. The Goveror, a Republican, in the midst of a hot fight for renomination, attacked the farm board for offering reduction of acreage as the only method to remedy the agricultural situation. He said the administration was denying the farmer a square deal in foreign trade. In the past, he said, agriculture had enjoyed about 40 per cent of the foreign trade which President Hoover had helped build as secretary of commerce. Questions Legge’s Good Faith “Now, for the first time in the 341 years of our national existence,’’ he continued, “it s 3 proposed definitely to subordinate agriculture to industry by asking that it be restricted in its production to that amount necessary to supply those occupied in the industrial world.” By inference, Reed charged that Legge, former head of the International Harvester Company, was persuading American farmers to cut their acreage without producing an exportable surplus, while his former company was exporting machines to foreign countries now raising wheat formerly supplied by this country.
