INVITE CIVIC LEADERS TO TRAFFIC SESSION City Officials to Consider Move to Legalize Parking Zones. City officials today invited business and civic leaders to a meeting Tuesday night in the office of Mayor Reginald H. Sullivan to discuss traffic problems. An effort will be made to revise the city code to legalize the section giving authority for establishment of loading zones for downtown business houses, according to Charles R. Myers, safety board j president. “The fact that the loading zone clause is held void makes it necessary that some immediate steps be taken to clear up the confusion,” Myers said. The code probably will be amended to provide that city council and not the safety board designate the loading zones. BOULDER DAM WORK ON Engineers Start Construction of $165,000,000 Project. WASHINGTON. July 7 —Government engineers today began work on the giant Boulder Dam project on the Nevada-Arizona state line, authorized by congress to provide flood control, irrigation and water power for the southwest and a water supply for Los Angeles, the interior department announced. Beginning of construction on the dam. to be the largest in the world, was made possible by enactment of the second deficiency bill, which carried an appropriation of $10,660,000 for this purpose. Total cost of the dam and accompanying works will be $165,000,000. HANGS SELF FROMI-REE Aged City Man Ends Life by Noose at His Home. Hanging himself by a rope from a tree in the back yard of his home, Samuel Arnold, 81, of 1133 Gimber Street, committed suicide today. Relatives said he had been in ill health several months and several times had threatened to take his life. Robber Company Chief Dies * JEANNETTE, Pa.. .July 7.—Thomas R. Stoughton, 43. of Jeannette, general manager of the Pennsylvania Rubber Company, died at his home near here late Sunday of cancer. He had been ill six months.

PRESIDENT MAY LOSEVACATION Press of Business Likely to Prevent Trip. Bu Srrippt-Hoicartl \etetpavrr Alliance WASHINGTON, July 7.—President Hoover has about decided to forego his western trip this summer. This decision, which lacks official confirmation, has been learned through unofficial sources. The press of the nation's business, piling up upon his desk, is given for the change of plans. Not even the contemplated trip to Mexico now is in the presidential program. The proposed tour through the Yellowstone, Yosemite and other western national parks, it is said, has been abandoned. While the plans may undergo changes, it is said any extended vacation may be considered definitely off. The President probably will remain at his desk through the summer months and take his relaxation through week-end fishing trips to his summer camp on the Rapidan. Many things have accumulated in the President’s file of unfinished business. The reorganization of the power commission; the patching of political fences, in connection with which comes the troublesome matter of ousting Claudius Huston, Republican national chairman; reorganization of the tariff commission' looking toward certain adjustments of schedules, and, most important of all. the London naval treaty ratification.

OIL MERGER OPPOSED Bv United Press NEW YORK, July 7.—The case of the government against the merger of the Vacuum Oil Company and the Standard Oil Company of New York opened today in the federal court. The government charges this merger is a violation of the Sherman anti-trust laws of 1909 in that it would seriously reduce competition in the areas which both companies serve.

WEBSTER TRIAL NEARINGCLOSE Blackmail Case Expected to End Tuesday. Blackmail trial of Irving Webster, publisher of the Indiana Journal, Seventh district Republican newspaper organ, was to be resumed in the afternoon session of criminal court today before Special Judge Floyd Mattiee Started more than a week ago when Prosecutor Judson L. Stark said the state would show Webster attempted to extort money from prominent persons in an advertising scheme, the trial is expected to end sometime Tuesday. Ben Newman, alleged conspirator with Webster, and reputed originator of the idea to publish a year book in conjunction with Webster's advertising “campaign,” turned state’s evidence at the start of the trial. Webster’s defense, according to his attorney, Ira W. Holmes, is that he was “drunk from November until January” when prosecutors say the scheme was hatched. Newman, high pressure advertising salesman, is under joint and separate indictments with Webster, charged with conspiracy and blackmail. Miss Marion Hammer Bu Times Special EVANSVILLE, Ind., July 7.
