HOOVER NOT TO BE FORCED TO USE DIAL PHONE Automatics Turned Down by rrtsident: Volume of Calls Too Heavy. fi; ri ,rnr.f . ■ r WASHINGTON. July s—Althoueh he Is celebrated In the capital as “the first telephoning President." Herbert Hoover will not be compelled to adapt himself to the dial system, now being installed in Washington's downtown exchanges. Led by Senator Carter Glass of Virginia, the senate voted to remove the dial system from the Capitol switchboard a few weeks after its inauguration. A compromise has been reached since, under which each senator may enjoy his preference. But the White House rejected the dial system without a vote. President Hoover's telephone volume was determined by telephone engineers to be too" great. Dials would have required a lareer switchboard at the executive offices. Has Private Line Not only is President Hoover the first chief executive to have a telephone on his personal desks, both in the office and in his study: but he has a private communication system which connects him instantaneously with any cabinet officer—either at home or in his office—and another hundred-mile system which connects directly the White House board and the week-end camp in the Blue Ridge mountains. Private lines also connect the White House with the homes of the three presidential secretaries and the Republican leaders of the house and senate and the director of the budget. The telephone web reaching out from the White House characterizes Mr. Hoover’s administrative method. Instead of deciding major policies and leaving all details of execution to the respective department heads, he prefers to keep his fingers on every major governmental activity He checks on tendencies, watches new plans closely through their test periods and endeavors to keep posted to the minute on what congress is doing and thinking.

Works Day Time Although there arc .something like regular working hours at the executive offices, there is a saying among government officials that the President is likely to work whenever and wherever he finds an idle moment. His bent is to work with facts. Consequently he may call the postmaster-general almost any night to ask for the total poundage of air mail last month; or the secretary of the treasury for the net reduction in the public debt during the last fiscal year. The President also is a large ucr of the public long-distance service. Frequently he will call New York. San Francisco or Omaha cut of a clear sky, when he is cogitating a problem which he th ; nks an old friend or associate may help him solve. July s.—The record-breaking appropriations authorized by the recent session of congress caused a growing belief among financial and political experts that the government soon will be forced to retard its public debt retirement program. Congress has just passed appropriations or authorized legislation for veterans’ pensions, inland waterway projects, road construction and other governmental work. Democratic congressmen have long contended the government is paying its debts faster than necessary. This conviction now has begun to find adherents among Republican party leaders. President Hoover, however, has given no indication that he agrees with them. Republicans are ready to present the Smoot-Hawley tariff act to their constituents as one reason for their selection. Democrats and independent Republicans are openly basing their campaigns upon the two-year fight they waged in behalf of lower industrial rates and higher farm rates as well as upon their unsuccessful attempt to establish the debenture. George Butler, same address, today was under arrest on charges of assault and battery with intent to kill. Fiddler is in city hospital. ,

Kampe, at 1829 Shelby street, so Friday night Kampe stayed in the stand to see bow it was done. Early this morning, he told police, a Negro broke a glass in a side window, but saw Kampe and ran. The latter fired three times at the fleeing figure, but missed. SKY,LAND,SEA SUMMER SPHERE OF FILM STARS Swimming, Polo, Aviation, Tennis Among Most Popular Sports. Bv f 'nitrd prrtt HOLLYWOOD, July 5. The summer sports season now in full swing finds the stars of the movies participating in their favorite diversions both on land and on the water. In fact, a few of them even are cavorting around in the sky. This class includes Ben Lyon, Wallace Beery, prominent actors, and Bebe Daniels, recent bride of Lyon's. Ben learned to fly a few years ago when he was cast in an aviation part and became attracted to flying for sport's sake. When he and Miss Daniels started keeping company more than a year ago he converted her and they take frequent flights in Lyon's tr.m two-passen-ger biplane. Wallace Beery was one of the early enthusiasts of aviation and was one of tne first members of the motion picture colony to obtain a pilot’s license. Beery has made several trans-continental pleasure flights and uses a plane to reach his favorite hunting and fishing spots all ever the Pacific coast.

Leisure in Summer Polo, although an all-year-round game in Hollywood, flourfshes especially well in the summer when the actors and directors who play have more leisure than in other months of the year. The polo contingent includes V/ill Rogers Sr. and son. Will Jr., Jack Holt and Hal Roach, the comedy producer and director. All are classed as efficient poloists. It would be impossible to list the stars who count swimming their favorite summer activity. Installed Private Course However, among the most confirmed aquatic devotees are Doug Fairbanks Jr., Joan Crawford, his wife; Bebe Daniels. Norma Talmadge, George Bancroft, Dorothy Sebastian and, of course, the Mack Sennctt bathing beauties. Harold Lloyd and Douglas Fairbanks are the leading members cf the golf fraternity. Lloyd went so far as to have a private course installed on his huge estate.
