July 4—The right of a state to make its own laws regulating liquor sales was defended before the Society of Tammany here today by Senator Copeland 1 Dem., N. Y.> who assailed federal prohibition as one of the "chains” binding modem Americans. Reviewing the history of the Tammany organization, which he said always had been foremost in the defense of personal liberty, he called on the society for leadership "in this day of federal usurpation.” "If we actually are chained to the cause of present-day prohibition," Copeland said, "there must be found a way to break the chains.” "There is a constitutional way to recede from the present unhappy methods of dealing with the drink problem,” he explained. "The constitutional way is the proper way to meet it.” "Certainly if the present constitutional method of dealing with the liquor problem is a failure, there must be found another constitutional method of dealing with it, some method giving greater promise of success. "We do not ask that any oilier state recede from its —*tion. If it is satisfied with the eighteenth amendment, let that amen'* f be so modified as to retain for lhat state, and every other state thinking the same way, all the benefits of the amendment. "But, as I see it. there will not be contentment in the state of New York and many other states, unless the Constitution is so modified as to permit the state itself to determine what shall be its course in .his particular matter.” DAWES IS IN ENGLAND Ambassador Arrives in Time ’ for July Fourth Celebration. Mrs. Maibucher won her pilot’s license than a year ago, and Lieutenant Zartman, an employe of the Indiana Bel 1 Telephone Company, has been flying several years. Genes is charged with deserting one wife twelve days after marrying her, and wedding another two months later without the formality of a divorce, in a suit for divorce filed by Mrs. Florence E. Genes, Jamestown, the first wife. She alleges Genes obtained a second marriage license after telling the clerk of Wayne county that his wife was dead.

day morning, is .based on the contention that he was drunk when he formulated the scheme with Newman. Newman, he charges, originated the idea of publishing a year book.
