America, faced with the problem of marketing large surpluses of commodities, raw materials, earnings #hd services, must create good-will among its potential buyers abroad and avoid any attitude, such as a hostile tariff policy, Owen D. Young said here Thursday night. In a speech before the National Electric Light Association, broadcast to the nation, the chairman of the board of the General Electric Company denounced “racketeers” in economics and politics who for selfish reasons “assassinated” the good-will on which American prosperity depends. “The dividing line between prosperity and tHe want of it is so sensitive that all our surpluses vitally affect it,” he said. Young said the problem was to dispose of American surpluses in countries where they were needed. Extension of international credit will furnish one solution, in his opinion. Financing of foreign Joans in this country does not mean that United States currency or gold is Shipped abroad, he said.

Unless this is done, they say, the order can not be followed. The court’s decision was in a suit brought by Mrs. Grace Banta Reynolds, state treasurer, against the county demanding the judgment for money due prior to Jan. 1, 1929.
