The sponsors appeared to be merely waiting the President’s signature to the commerce-killing tariff bill before putting their Schemes into practice. Observers abroad cable that the resentment which foreigners long have been voicing against the increasing difficulty of trading with America has reached the boilingpoint and that American agriculture, industry, and labor soon are due to get burnt in the process. Farm Exports Menaced Farmers raise about $13,000,000,000 worth of exportable products annually and actually export some $2,000,000,000 worth. These exports are menaced seriously, according to Iflispatches. From Canada comes word that both liberals and conservatives have determined definitely to raise the tariff wall between their country and the United States. One of the main planks of the conservative platform just announced at Winnipeg pledges the party “to foster and support a plan for greater empire trade, based upon mutual advantage,” while in Great Britain a similar movement is gaining headway daily. What the empire free trade and higher tariffs against foreign products move means, in plain English, of course, is that Britain and her dominions plan to buy less and less from the United States and more and more from each other. Britons’ Best Customers Great Britain is the greatest remaining market for American agricultural products. Canada is our greatest customer for manufactured goods. Together they buy a billion and three-quarters’ worth of stuff annually. Mexico has decided to put prohibitive duties on foodstuffs from the United States, forcing Mexicans to raise their own. Cuba has taken similar measures. Cuba purchases approximately $130,000,000 worth of American products annually from the United States, 39 per cent being agricultural. France, Italy and Belgium are Reviving the automobile cartel idea to profit at the expense of American manufacturers whose motor cars systematically are being hit by retaliatory tariffs in various parts of the world. Retaliation to Come European Chambers of Commerce and industrial associations are planning “defense” measures against the new American tariff. This means retaliation. It means a combined assault to cut into America’s $5,000 000,000 export trade. Groups of South American republics are forming to increase trade as between themselves on the one hand and their group and Europe cm the other, to the exclusion of jthe United States. A concerted drive of other nations to cripple our foreign trade accordingly would affect millions of American workers disastrously.
