CONGRESS ROW ! IS STIRRED BY IMMIGRATION Restrictions on Mexicans Are Demanded by Harris-Box Bill. fiv firriv&i-Hoicard Srurt,p>ip< r A'linn< * WASHINGTON. June 13.—Congress is dividing into two opposing j camps on the question of Mexican j Immigration. Led by Senator McNary of Oregon, one faction wants an investigation cf the whole question of agri- ! cultural labor. Tne McNary bill, j backed, it is said, by the state department, was on Wednesday reported out of the senate agriculture 1 j committee and is before the upper j house. It calls for a committee of five appointed by the President to-make a survey of all farm labor in the United States, Mexican, Filipino and even Canadian, as it relates to the immigration law. The other bill, backed by labor, is the Harris-Box bill, placing Mexicans under quota. This has passed the senate by a big vote and was reported out of the house immigration committee 12 to 2. Senator Harris <Dem., Georgia) and Representative Box <Dem., Texas), both declare they will fight the McNary bill if it appears in any way inimical to their proposal. The Harris-Box bill would cut the j number of quota immigrants to 1,800 a year and admit a total of between 2,000 and 3.000, including non-quota immigrants. According to Box, Mexicans have been coming across the border legally at an average rate of 48,000 a year since 1924. | By a recent tightening of border regulations, the number has been cut to 12,000 this year, it is claimed. "The lowest estimate as to the I number of Mexicans in the United I States is 2,000,000,’’ said Box. "It j is more likely that the number almost equals our own unemployed."
