TEXTILE, FARM BILLS SIGNED BY PRESIDENT Agricultural Measure Is Designed to Suppress Fraudulent Practice. B Unit'd Pres* WASHINGTON. June 10.—Bills designed to aid two major industries, one affecting agricultural products and the other the textile industry, were signed today by President Hoover. The agricultural measure was the revised bill introduced by Senator Borah (Rep., Ida.,) to suppress unfair and fraudulent practices in the marketing of perishable agricultural products. The new law makes it illegal for any commission merchant to make a fraudulent charge for handling perishables; to reject or fail to deliver, to discard, dump or destroy or to make a false and misleading statement concerning the condition of the products. It also is designed to prevent control of prices by agreements among commission men and brokers. Development of the textile industry through scientific and economic research is provided in the other measure. The bill authorises incorporation of a "textile foundation,” under the direction of the secretaries of commerce and agriculture, and three laymen to be appointed by the President for terms of four years. The foundation is empowered to accept funds from the Textile Alliance, Inc., a New York organization, and to expend those and other funds to be made available in research designed to further the textile industry and its allied branches.
