India, June 9.—Lord Irwin of Kirby Underdale, charged w-ith the government of 320,000.000 persons as viceroy and governorgeneral of India, appears coolly confident of mastering the situation which has arisen from the Indian campaign for self-government. The viceroy, who rules a country more than twice as populous as the United States, with power unequaled by any other political executive In the world, is a tall, spare and kindly looking, with a rugged visage. The vice-regal lodge, where the Viceroy was Interviewed, is a k*je stone building perched on the crest of a mountain overlooking an immense panorama of Himalayan foothills in every direction. V Sainted by Scldiers I approached the lodge in a rickshaw hauled and pushed by four barefoot and turbaned coolies. Rickshaws and horseback are the only nonpedestrian means of locomotion in this city, which is ranged on the tops of Himalayan ridges With steep trails forming its streets. At the outer entrance of the lodge T was saluted by a squad of smart Mongolian-featured soldiers. Bearded Indian servants wearing gorgeous gold-trimmed scarlet uniforms, but barefoot despite their finery, ushered me into the office of the viceroy’s aid-de-camp, who offered cigarets and a drink as I waited to see Lord Irwin. The viceroy can not be quoted. I have been informed that at a suitable time after publication of Sir John Simon’s report on India’s present political capacities, the British government probably will make a statement designed to banish misconceptions which have arisen in India regarding the functions of the round table meeting to be held in London next October. To Hold Mahatma Gandhi This statement may be made in England or perhaps during the viceroy’s speech to the special session of the legislative assembly scheduled at Simla July 7. Yeantime, I am reliably informed that the British government is not ready to promise a form of dominion status at the round-table conference, that a campaign of terrorism and violence is expected from nationalist extremists, that the government does not consider releasing the Mahatma Ganhi unless he withdraws from the civil disobedience drive he launched, and that the authorities are not mduly worried over .the manner in which the situation Is likely to unfold.
