SAFETY SIGNAL TO BE ERECTED AT CROSSING New Electric Device Will Be Installed at Tibbs Avenue. Installation of an electric safety signal at the T. H.. I. & E. traction crossing and Tibbs avenue will be ordered today by the safety board, following passage of an ordinance Monday night by city council. On motion of Maurice Tennant, safety chairman, the council decided to order the safety device, although the company is in receivership. Ordinances were passed ratifying the contract with the Indiana Inspection Bureau, which provides electrical inspection service, creating a bus zone under the elevation at the Union station, and amending the dog pound ordinance to permit sale of dogs to nonresidents. Bluff road was removed from the thoroughfare plan to permit construction of a fifty-foot overhead at the Belt railroad. Meridian street, south of Bluff road, also will be removed from the thoroughfare plan to permit modification of plans for a sixty instead of a seventy-eight foot overhead in accordance with an agreement with the Indianapolis Union Railway to appease south side citizens who protested closing of Bluff road. Ordinances introduced provide no parking on Sixteenth street from Capitol to Alabama, creation of a board to examine plumbers and building department employes without compensation and appropriation of $4,000 to operate the city market refrigeration system which has been taken over by the city. MEXICO NOT ALWAYS AT WAR, SAYS CONSUL “I hope that my brief visit to Indianapolis will tend to dispel the general impression that there always are revolutions J .i Mexico and always one about to break,” Lynn Winterdale Franklin, United States consul at Saltillo, Mexico, said here Monday. “It used to be that tourists going to Mexico looked forward to witnessing a revolution for excitement and romance in the visit,” he said. ‘ But now, Mexico is building roads and American machinery is being used in most instances. The desire for revolution has been suppressed.” Franklin held conference with several Indianapolis manufacturers and visited the local bureau of foreign and domestic commerce before proceeding to Washington. Girl Is Injured in Fall Helen McClelland, 12, of 1702 Lockwood street, was injured seriously late Monday when she fell from a fence at her home and a girl playmate, falling, landed on her stomach. The girl was taken to city hospital where her condition today was serious.

PRIMROSE SEMON IS I A FUN HIT AT LYRIC ‘Men Without Women’ Is Movie Feature of a Bill Which Has the Services of Some Real Entertainers. BY WALTER D. HICKMAN PRIMROSE SEMON is one vaudeville entertainer who has studied carefully what is needed on the variety stage. The result is that this week at the Lyric she is the dominating personality on a really great bill. Miss Semon is one of those red-headed entertainers who works z* great speed, but she always has in control this comedy speed. So many comediennes of the eccentric type run out of breath and energy before the finish. Not so with Miss Semon as she tackles her most ambitious number at the close of a most strenuous act.
I am speaking of her conception of a modern blues song number. This she has splendidly developed, the result being one will remember this act for a long time to come. She also has a grand comedy time with a motorcycle cop who arrives to arrest her for speeding. At no time during her lengthy act does Miss Semon permit her act to leave top speed. The other three acts on the bill come under the head of being great acts. The Four O’Connors is one of those family vaudeville acts which is a credit to the stage. Just when the older O’Connors finish their act they bring on Master O’Connor, who is one of the cutest youngsters I have ever seen upon the stage. And that youngster is sure talented. This family act embraces dancing, excellent hokum comedy, as well as a fling at acrobatics. A fine, healthy act. Morrell and Beckwith offer a dignified singing and piano act of real

He makes up at the close of his act as a colored minister. I have always maintained that Joe is the most wonderful chimpanzee I have ever seen on the stage. And so the vaudeville part of the

bill comes under the head of being really great. There will be a difference of opinion regarding the movie, “Men Without Women.” It really is a story showring how sixteen men were trapped in a submarine at the bottom of the ocean. From a mechanical standpoint, this picture commands attention. I did not care for the first part of the movie which is devoted to how members of this submarine crew make merry in port. It really has nothing to do with the story. Now at the Lyric.
